All fire hydrants within the Township shall have the top section
painted a silver reflective color which will be visible during the
day and reflect headlights at night.
All fire hydrants located within the Township shall have attached
to the four-and-one-half-inch discharge (steamer connection) a sexless
five-inch connection which will allow fire departments to attach their
five-inch sexless coupling hoses to the hydrant.
All hydrants installed after the adoption of this chapter must
comply with the requirements of this chapter upon installation. All
hydrants existing in the Township as of the adoption of this chapter
must comply with the requirements of this chapter within three years
from the adoption date of this chapter.

All owners of fire hydrants within the Township must provide
the Township with a map showing the location of all hydrants. The
owner is required to update this map with the Township upon any intended
changes to the location of the hydrants, including the addition of
new hydrants or the removal or relocation of any hydrant in advance
thereof.

Each fire hydrant located within the Township must be tested
annually for hydrant pressure in PSI and every five years for hydrant
flow in GPM for each hydrant. A certification shall be provided to
the Kidder Township Fire Commission, care of the Kidder Township Administrative
office by December 31 of each year. All owners of fire hydrants or
property owners with hydrants located on their property must maintain
access to the hydrant as well as keep vegetation and obstacles clear
of the hydrant to assure proper access, visibility and operation of
the hydrant. Upon notification by the Township to the hydrant owner
or property owner of restrictions regarding access or operation of
the hydrant those parties shall have 30 days to clear the restrictions
to allow for the continued use of the hydrant.
Any person who violates this chapter shall be subject to a fine
of up to $500. Each day that the violation continues shall be a separate
offense. The administration and enforcement of this chapter will be
by the Township Manager and/or the Zoning Officer of the Township,
who shall have the full power and authority to enforce this chapter
and issue citations for violations thereof.

Public water utility companies who own and/or maintain fire
hydrants within Kidder Township are excluded from this chapter for
all responsibilities to the extent such responsibilities and obligations
are within the jurisdiction of the Pennsylvania Utility Commission.
