It shall be unlawful, hereafter, for any person
to enter the park grounds and recreation and playground areas in the
Borough of Runnemede between sunset and sunrise; providing, however,
that the provisions of this article shall not apply to any person
who is lawfully in such park or at or on such playground or recreation
areas on business related to the general upkeep and management thereof
during the prohibited hours as aforesaid, nor to any Borough official
or employee as an incident to the performance of his duty, nor to
any person who has entered therein by reason of some emergent circumstance
that has arisen, nor to persons entering the said park area on those
occasions when the lake is frozen, for the purpose of ice-skating
thereon or otherwise enjoying the activities associated with frozen
water surfaces, nor to the use thereof for duly organized, authorized
and supervised recreational activities.
No person shall hunt or trap therein or thereon
nor use any gun, bow and arrow or other type of device for propelling
objects or any kind or description in such areas.
Notice of the existence of this article and
the curfew regulations, limitations and prohibitions established by
it shall be posted at the entrances to such park area and in prominent
locations on or at the said playground and recreation areas in order
that the public may be informed of the existence of this article and
its regulations, limitations and prohibitions.
Any person or persons found guilty of violating any provision of this article shall be subject to the penalty as provided in § 1-15, General penalty, of this Code.

As used in this article, the following terms shall have the
meanings indicated:
Written specification of the behavior of parents, guardians,
players, coaches and officials when participating in or observing
community or sporting events on municipal facilities.
Use of obscene or profane language or gestures, racial, ethnic
or sexual slurs.
Any competition, practice, or other instructional event on
municipal facilities.
Any organization which participates or makes use of any municipal
facility.
A.
Every sports team, parent, guardian, player, coach and official shall
be required to abide by the Code of Conduct established by this article
and any amendments hereto.
B.
Every sports team or community event coordinator making use of a
municipal facility shall be required to provide to parents, guardians,
players, coaches and officials a copy of this Code of Conduct. A copy
of this Code of Conduct shall be posted at all municipal facilities
used for community events.
(1)
No parent, guardian, player, coach or official participating in or
attending any sports team event or community event on a municipal
facility shall initiate a fight, scuffle, or any type of physical
abuse or threats of abuse towards any other player, coach, official,
parent, guardian or spectator.
(2)
No parent, guardian, or spectator participating in or attending any
sports team event or community event on a municipal facility shall
enter the field of play, court or rink during any youth sports event
for the purpose of physically or verbally abusing or confronting players,
coaches or officials.
(3)
No parent, guardian, spectator, coach or official at any youth sports
event or community event shall verbally abuse any parent, guardian,
spectator, coach or official.
(4)
No parent, guardian, spectator, coach or official at any youth sports
event or community event shall throw, or cause to be deposited, any
object on the field of play, court or rink during any youth sports
event or community event.
Any person who violates any provision of this article, upon
conviction in the Municipal Court of the Borough of Runnemede, or
any court of competent jurisdiction, shall be punished by a fine not
to exceed $500, or imprisonment for a term not to exceed 90 days,
or both, at the discretion of the sentencing Judge. Upon conviction
before the Municipal Court of the Borough of Runnemede, or any court
of competent jurisdiction, the Director of the Department of Recreation,
as directed by the sentencing Judge, shall impose a ban against the
individual from participating on a field, or in any event, owned or
sponsored by the Borough of Runnemede for a period of 30 days not
to exceed one year.
