There is hereby established the position of a local historian to be known as the "Township Historian."
The Township Historian shall be appointed by majority vote of the Township Committee and shall be appointed for a term of one year, commencing January 1 and ending December 31, except that during such term the Historian shall serve at the pleasure of the Township Committee.

The Township Historian shall serve with compensation.
The Township Historian shall carry out all the duties and responsibilities established by law, including, but not necessarily limited to, the following:
A. 
The Township Historian shall carry out an historical program, including, but not restricted to, collecting, preserving and making available materials relating to the history of the local unit. The Township Historian shall store such materials in such a manner as to ensure their preservation and shall notify the State Archivist, New Jersey Historical Commission, County Historian and Township Committee of any materials which should be acquired for preservation. Upon leaving the position, the Township Historian shall turn over all materials and records and reports into the possession of the successor, if then appointed, or to the governing body to be held by the Township Clerk until a successor shall be appointed.
B. 
The Township Historian shall make an annual report to the Township Committee stating all the work performed and accomplished during that year. The Township Historian shall transmit a copy of such report to the New Jersey Historical Commission.
C. 
The Township Historian may research, write and cause to have published a municipal history and may recommend appropriate historical materials for publication.
D. 
The Township Historian may assist a Landmark Commission, as well as advise the governing body, concerning the acquisition, administration, use and disposition of any landmark or historic site, including such places in his jurisdiction included on the New Jersey Register of Historic Places. Such advice may be furnished to the Historic Sites Section, Department of Environmental Protection.
E. 
The Township Historian shall assist in projects of commemoration, including the erection of monuments, historic markers and guide signs.
F. 
The Township Historian shall carry out specific projects concerning the territory which now or formerly comprised Alloway Township, as authorized and directed by the Township Committee from time to time.
G. 
The Township Committee may annually appropriate such funds as may be necessary to reimburse the Township Historian for expenses incurred in the performance of his duties and responsibilities.
H. 
The Township Historian may employ such clerical assistance as may be necessary in order to carry out his duties and responsibilities within the limits of such funds as may be made available by the Township Committee for such purposes in its annual budget.
I. 
The Township Committee may, from time to time, appoint advisory committees for various historical projects to meet with and assist the Township Historian in the performance of his duties and responsibilities. The Township Clerk shall be a member ex officio of any such committee. Any such advisory committees shall automatically terminate at the end of the calendar year in which the appointments are made.
