All obstructions upon the sidewalks and streets in the Township of Alloway shall be removed therefrom by the owners of the premises in front of which such obstructions shall exist, said removal to be at the expense of such owners. Should any owner or possessor fail, neglect or refuse within 12 hours of daylight after a snowfall after receiving notice to remove any obstruction, encroachment or nuisance, whether or not the same is due to the deposit upon said street or sidewalk of snow, ice or dirt, then and in that event the said owner may be deemed guilty of a violation of this article and subject to fine as hereinafter provided.
No owner of any property in the Township of Alloway shall obstruct the sidewalk, street, gutters or curbs in front of his premises in any manner so as to interfere with the travel along and across said road, street or sidewalk or to interfere with the proper drainage of said road, street or sidewalk, and every such owner shall, within 10 days after receiving notice from the Township Committee or from the Road Supervisor of the said township to remove such obstruction, at his own proper cost and charge, remove same forthwith, and failing to so comply with said notice, he shall be liable to the penalty hereinafter prescribed.
Bicycles may not be ridden upon the sidewalks in the Township of Alloway upon any pretext, and any person or persons acting against this provision of this Article may be and is hereby declared to be liable to the penalty hereinafter provided.
In addition to the imposition of the penalty provided in this Article for the failure on the part of an owner to remove obstructions from his sidewalk or gutter or the street in front of his premises, the Township Committee or the Road Supervisor of said township may cause the said obstructions to be removed or the nuisance abated, keeping an accurate account of the cost of same; and upon the completion of the removal of said obstruction or the abatement of said nuisance, said account having been presented to such property owner, if the said account is not forthwith paid to the said Township Committee or the Road Supervisor, then it shall and may be lawful for the Township Committee to recover from such delinquent owner the cost to which it has been put in removal of the obstruction or the abatement of the nuisance in an action on contract in a court of competent jurisdiction in this township.
Any person, persons or corporation violating any provision of this Article shall, upon conviction, be punishable by a fine of not less than $5 nor more than $500 or by imprisonment for not more than 90 days, or both.
