A. 
Authority to impound vehicles and/or issue appearance tickets.

(1) 
When any vehicle is parked or abandoned on any highway within the Village during a snowstorm, flood, fire or other public emergency which affects that portion of the public highway upon which said vehicle is parked or abandoned, said vehicle may be removed by a licensed tow truck operator at the direction of the Superintendent of Buildings and/or the Superintendent of Public Works. The Superintendent of Buildings and/or the Superintendent of Public Works may also issue an appearance ticket or take other appropriate enforcement action as authorized by the Municipal Code.
(2) 
When any vehicle is found unattended on any highway within the Village where said vehicle constitutes an obstruction to traffic, said vehicle may be removed by a licensed tow truck operator at the direction of the Superintendent of Buildings and/or the Superintendent of Public Works. The Superintendent of Buildings and/or the Superintendent of Public Works may also issue an appearance ticket or take other appropriate enforcement action as authorized by the Municipal Code.
(3) 
When any vehicle is parked or abandoned on any highway within the Village where stopping, standing or parking is prohibited, said vehicle may be removed by a licensed tow truck operator at the direction of the Superintendent of Buildings and/or the Superintendent of Public Works. A vehicle shall be deemed abandoned if left unattended as defined in § 1224, Subdivision l, of the Vehicle and Traffic Law. The Superintendent of Buildings and/or the Superintendent of Public Works may also issue an appearance ticket or take other appropriate enforcement action as authorized by the Municipal Code.
B. 
Storage and charges. After removal of any vehicle as provided in this article, the Superintendent of Public Works, Superintendent of Buildings or Mayor may store such vehicle in a suitable place at the expense of the owner. Such owner, or person in charge of the vehicle, may redeem the same upon payment to the Village Clerk/Treasurer of the amount of all expenses actually and necessarily incurred in effecting such removal. Removal charges and storage charges shall not exceed the maximum charges established by resolution of the Board of Trustees.
C. 
Notice of removal. The Superintendent of Public Works, Superintendent of Buildings or Mayor shall without delay report the removal and the disposition of any vehicle removed as provided in this section to the Village Clerk/Treasurer and it shall be the duty of such Village Clerk/Treasurer to ascertain to the extent possible the owner of the vehicle or person having the same in charge and notify him of the removal and disposition of such vehicle and of the amount which will be required to redeem the same. Vehicles determined to have been permanently abandoned shall be disposed of according to law.
A. 
Limit of 4,000 pounds. All trucks, commercial vehicles, tractors, tractor-trailer combinations, tractor-semitrailer combinations or tractor-trailer-semitrailer combinations in excess of 4,000 pounds are hereby excluded from the following highways within the Village:
(1) 
East Broadway.
(2) 
Main Street.
(3) 
Roslyn Road.
B. 
Limit of 6,000 pounds. All trucks, commercial vehicles, tractors, tractor-trailers combinations, tractor-semitrailer combinations or tractor-trailer-semitrailer combinations in excess of 6,000 pounds are hereby excluded from the following highways within the Village:
(1) 
Layton Street.
(2) 
Old Northern Boulevard (except from the intersection of Mineola Avenue to the intersection of West Shore Road).

West Shore Road (except from the intersection of Old Northern Boulevard to the northernmost Village boundary).

C. 
Exceptions. The regulations established in this section shall not be construed to prevent the delivery or pickup of merchandise or other property along the highways from which such vehicles and combinations are otherwise excluded.
