The purpose of this article is to establish regulations for the use of the walking path at the public outdoor athletic facilities known as Memorial Park, located at Pershing Street in the Borough of Dumont, County of Bergen and State of New Jersey, so as to protect public health and welfare of the youth of the Borough, to protect the Borough and Recreation Commission from liability arising out of the conduct of summer camp activities and to prescribe penalties for failure to comply.
The provisions and requirements of this article shall apply only to the improved walking path at Memorial Park during the summer weekdays when Dumont Recreation Summer Camp is being conducted.
There shall be no use of the improved walking path at Memorial Park on weekdays between 9:00 a.m. and 1:00 p.m., during Dumont Recreation Summer Camp, from the Monday after Dumont schools' summer recess begins and running for six consecutive weeks, excepting the Fourth of July.
Any person, group or organization who violates any of the provisions of this article or who fails to comply with the terms and provisions shall, upon conviction, be subject to a fine not to exceed $500 for each violation, in the discretion of the Judge imposing the same.
The Borough Building Department and members of the Police Department are authorized by law to serve and execute process in the Municipal Court of the Borough to enforce the provisions of this article.
