A. 
Pursuant to the provisions of § 7-718 of the Village Law of the State of New York, a Planning Board of five members shall be appointed for the Village of Morrisville, Madison County, New York, such Planning Board to have all powers and authority as provided herein and all powers and authority granted to Planning Boards in Article 7 of the Village Law of the State of New York and in any applicable local legislation of the Village of Morrisville.
B. 
The Board of Trustees may also appoint one or more alternate members to the Planning Board to serve when regular members of the Board are absent or unable to participate on an application or matter before the Board as a result of a conflict of interest.
C. 
All appointments of alternate members of the Planning Board shall be made by the Mayor. Initial appointments of alternate members of the Planning Board and any alternate members appointed during the Village calendar year shall be for the remainder of the Village's calendar year. Otherwise, all appointments and all reappointments of alternate members shall be for terms of one year.
D. 
The chairperson of the Planning Board may designate an alternate member to substitute for a regular member when such regular member is unable to participate on an application or matter before the Board. When so designated, the alternate member shall possess all the powers and responsibilities of such regular member of the Board. Such designation shall be entered into the minutes of each meeting for which the substitution is made.
E. 
All provisions of Article 7 of the Village Law relating to planning board member eligibility, vacancy in office, removal, compatibility of office and service on other boards, as well as any provisions of any local law or resolution relating to training, continuing education, compensation and attendance of planning board members, shall also apply to alternate members.
A. 
Of the initial appointments to the Board, one member shall serve for a term of one year, one member shall serve for a term of two years, one member shall serve for a term of three years, one member shall serve for a term of four years and one member shall serve for a term of five years.

B. 
At the expiration of each of the above terms, all reappointments or succeeding appointments shall be for terms of five years.[1]

Pursuant to the provisions of § 7-728 of the Village Law of the State of New York, the Planning Board of the Village of Morrisville, Madison County, New York, hereby appointed, is authorized and empowered to approve plats showing new streets or highways in the Village of Morrisville, Madison County, New York.
The Clerk of the Village of Morrisville, Madison County, New York, is directed to file with the Clerk of the County of Madison, a certificate showing that the Board of Trustees of the Village of Morrisville, Madison County, New York, has authorized its Planning Board to approve plats showing new streets or highways within the Village of Morrisville, Madison County, New York, pursuant to the provisions of § 7-728 of the Village Law of the State of New York, and the Clerk is requested to write to the County Clerk of Madison County and request that such Clerk, pursuant to the provisions of § 7-732 of the Village Law of the State of New York, to refuse to file or record in his/her office any plat of a subdivision of land showing a new street or highway until it has been approved by the Planning Board of the Village of Morrisville, Madison County, New York.
