Regular meetings of the Borough Council shall convene at the Borough building on the second Monday of each month at a time that is designated by the Borough Council.
All regular and special meetings shall be advertised as required by law.
The Borough Council may, by resolution, establish such rules of parliamentary procedure for the conduct of its meetings as it deems appropriate. In the event that no such resolution is adopted, then Robert's Rules of Order shall be utilized in the conduct of meetings.

Each member of the Council shall receive compensation in an amount as set forth in Chapter 54, Salaries and Personnel Policies.
No compensation shall be paid for any month to a Council member who has failed to attend at least one regular meeting of the Council during the month.
