Attendance requirements shall be determined by the City Manager,
and the enforcement of said requirements shall be the responsibility
of the department heads and supervisory personnel.
Accurate and complete time and attendance records shall be maintained
by each department head and shall be transmitted to the Human Resources
Department in such a manner and on such forms as may be prescribed
by that office.

A. Overtime pay shall be paid to employees in the classified service
pursuant to provisions of applicable collective negotiation agreements;
provided, however, that overtime work in any department shall be performed
and paid for only if authorized by the head of that department, and
such authorization shall be given only pursuant to and consistent
with standard personnel policies established by the Council and directives
and orders issued by the City Manager.
B. Employees in the unclassified service (except for those whose employment
is covered by collective negotiation agreements which provide for
payment for overtime work) shall not be paid for overtime work unless
such payment is specifically authorized and approved by the City Manager,
provided that, subject to approval by the City Manager, such an employee
may be granted compensatory time off equal to all or some part of
the amount of overtime worked. The granting or denying of any such
compensatory time off, however, shall be in the sole and absolute
discretion of the City Manager who shall have the power to grant or
withhold all or any part thereof as the City Manager deems appropriate,
and in making such determination the City Manager may consider such
matters as he deems appropriate, including but not limited to the
nature of the employee's job, the salary thereof, the needs and staff
capabilities of the employee's department, the nature and amount of
the overtime worked, and such other matters as the City Manager may
deem appropriate. In no event, neither during the time of such person's
employment nor on termination thereof, shall any such employee be
paid for potential compensatory time off which has not been taken,
whether by reason of the City Manager's failure to approve same or
for any other reason.
