There is hereby established a comprehensive zoning plan for the City of Englewood, New Jersey, which is set forth in the text and map that constitute this Part
4, which is adopted for the purposes stated in the Municipal Land Use Law of the State of New Jersey, and which, for the protection and promotion of the public health, safety and welfare, shall be deemed specifically to include the following purposes, among others:
A. To encourage and guide the appropriate use or development of all
lands in the City, in a manner which will promote the public health,
safety, morals and general welfare.
B. To secure safety from fire, flood, panic, and other man-made and
natural disasters.
C. To provide adequate light, air and open space.
D. To encourage the appropriate and efficient expenditure of public
funds by the coordination of public development with land use policies.
E. To provide sufficient space in appropriate locations for a variety
of residential, commercial and industrial uses and to provide open
space respecting such uses, according to their respective environmental
requirements.
F. To promote the free flow of traffic, to provide safe and adequate
traffic access to uses generating a large number of vehicles, and
to discourage location of such facilities in areas which will result
in congestion or blight.
G. To establish on-site parking standards and requirements to limit
street congestion.
H. To promote a desirable visual environment through creative development
techniques and good civic design and arrangements.
I. To promote the conservation of open space and valuable natural resources
and to prevent the degradation of the environment through the improper
use of land.
J. To provide maximum protection from blighting influences for all residential
areas.
K. To accomplish the gradual elimination of nonconforming uses.
L. To establish requirements for building heights and setbacks to prevent
adverse impact on surrounding areas and minimize traffic congestion.
M. To establish sound land use policies to minimize the danger and effects
of potential flooding and land erosion.
