No person shall throw, put or place, or cause to be thrown,
put or placed, into any stream or ditch in the City used for drainage
purposes any substance, matter or thing whatsoever, whereby the free,
unobstructed use of the stream may be in anywise impeded or interfered
with, or whereby the same may be rendered unsightly.

A.
Any person who violates any provision of this article shall upon
conviction thereof be punished by a fine not exceeding $1,000 or by
imprisonment for a term not succeeding 90 days, or both
B.
A separate offense shall be deemed committed on each day during or
on which a violation occurs or continues.
