No person, other than an agent or employee of the City or the Bergen County Sewer Authority, in the performance of his duty, shall uncover, make any connection with or opening into, or alter or disturb, any public sewer or appurtenance thereto, without first obtaining a written permit therefor from the City Engineer.
No person shall break, damage, destroy, uncover, deface or tamper with any structure, appurtenance, or equipment which is part of the public sewer or part of any wastewater facility.
