All water consumed in dwellings of over two families and/or commercial buildings shall pass through and be measured by a water meter.
The maintenance and renewal of all supply piping from and including the connection on the water main is the responsibility of the property owner. If the Village Water Department shall determine that a consumer service line is in need of repair or that an entirely new line shall be constructed for any cause, the consumer shall make such repairs or installations as are required, especially any repairs or installations necessary for the proper installation of a water meter. If the consumer fails to make such repairs within 10 days after notice has been given, the water may be shut off until the requirements of the Water Department have been complied with.
The Village Water Department will furnish and maintain meters and meter couplings. Meters shall be set as nearly as possible to the point of entry of the service connection pipe to the building and shall be kept unobstructed and easily accessible to the Water Department employees at all times. In circumstances where the customary location of a meter is in excess of 50 feet distant from the front property line of a premises or such meter cannot be installed in the usual and customary manner at a suitable location at or near the point of entry of the service connection pipe to the building, the village may require the meter to be set in a proper watertight and frost-free pit or meter box provided by and at the expense of the consumer and located near the front property line of the premises. Permanent meter installations requiring a two-inch or larger size meter shall be provided at the consumer's expense. The Water Department shall be granted access to all water meters at all reasonable times so as to test them as to their accuracy and will replace at its expense defective parts in improperly operating meters except where meters are damaged by frost, hot water or from external causes.

The Water Department shall determine the proper size of meter to be installed and shall have the right to change the meter at any time it is necessary in order to ensure its proper operation.
No person other than an employee of the Water Department shall interfere with or remove any water meter, sealing device or coupling from any meter installation after it has once been placed in service by the Water Department.
Any meter damaged by frost or by hot water or steam backing into the meter or by any external cause shall be repaired by the Water Department at the expense of the property owner, and the water service may be discontinued until such corrective action is taken to prevent a recurrence of the incident which caused the damage.
The foregoing rules and regulations as established by the Board of Trustees of the Village of Ravena, or as hereafter amended or modified, are hereby made a part of any and all agreements with each consumer, taker or user of water furnished directly or indirectly from the mains of the said village.
Any person committing an offense against any of the provisions of this Article shall be guilty of a violation and, upon conviction thereof, shall be punishable for each offense by a fine of not more than $250 or by imprisonment for not more than 15 days, or both.
