as Ch. 51 but was renumbered to maintain the alphabetical organization
of the Code.
The Recreation Commission is hereby reestablished as the Parks
and Recreation Advisory Council.
A.
The Advisory Council shall consist of nine persons who shall be residents
of the village and shall be appointed by the Board of Trustees. Seven
of the members of the Council shall be appointed for five-year staggered
terms, with said terms divided into three classes separated by one
year. The eighth and ninth position on the Council shall be reserved
for students who are juniors or seniors in high school, who shall
reside in the Village, and who shall serve for a one-year term. One
of the student members shall be from the Union Free School District
of the Tarrytowns and one of the student members shall be from the
Irvington School District. Should the Village be unable to find a
student member to serve from the respective school districts, the
Board of Trustees may appoint a second student member from one school
district or may appoint another member, who is not a student, to serve
the one-year term. The members of such Advisory Council shall serve
without compensation. Should a member resign his or her position on
the Advisory Council, a replacement shall be appointed by the Board
of Trustees to fill the remainder of the term of the member who has
resigned.
B.
The members serving on the Recreation Commission shall be members
of the Parks and Recreation Advisory Council upon the creation of
the Advisory Council and shall be continued in office for their full
terms.
The purposes of the Advisory Council are as follows:
A.
To promote the recreation programs in the Village of Tarrytown by
acting in an advisory capacity to the Board of Trustees and by acting
as liaison between the Board of Trustees and the Tarrytown community
concerning programs and other matters pertaining to recreation.
B.
To recommend to the Board of Trustees programs, actions and activities
to be undertaken by the Board of Trustees, the Parks and Recreation
Advisory Council or the Recreation and Parks Department to foster
community interest in recreation programs.
C.
To make such recreation studies as the Advisory Council deems necessary
for the purpose of reporting to the Board of Trustees on recreation
matters. The Advisory Council shall not have the authority to appropriate
funds for the purpose of hiring a firm and/or staff to conduct such
studies and must work through the Recreation and Parks Department
to obtain funds therefor.
D.
To appraise the use of village parks for the purpose of developing
recommendations to the Board of Trustees as to their use for recreation
purposes or for unprogrammed open space.
E.
To review the existing condition of the parks and park equipment
for the purpose of developing recommendations to the Board of Trustees
as to capital improvements to the existing parks and park equipment.
F.
To develop recommendations to the Board of Trustees regarding long-range
plans for park acquisitions and facilities development in conjunction
with the Parks and Recreation Department Supervisor.
G.
To formulate and make recommendations to the Board of Trustees upon
basic policy with respect to the parks, the recreational facilities
and the recreation programs in the village.
H.
To recommend all matters having to do with the regulation, use, fees
and charges with respect to the parks, recreation facilities and recreation
programs, which matters shall be referred to the Board of Trustees
by the Recreation Supervisor.
I.
To make such other studies and take other actions as may be directed
from time to time by the Board of Trustees.
A quorum of any meeting of the Advisory Council shall consist
of a majority of the voting members of the Advisory Council then in
office. Actions and decisions of the Advisory Council shall be determined
by a majority of the members present at any meeting at which a quorum
is present.
The Advisory Council shall file an annual report in April of
each year.
