There is hereby imposed on each owner of an occupied, nonexempt manufactured home in the Village of Woodville a monthly permit fee as determined in accordance with § 66.0435(3), Wis. Stats., which is hereby adopted by reference and made part of this chapter as if fully set forth herein. It shall be the full and complete responsibility of the licensee to collect the proper amount from each manufactured home owner. Licensees shall pay to the Village Clerk-Treasurer such permit fees on or before the 10th day of the month for which such fees are due in accordance with the terms of this chapter and such regulations as the Village Clerk-Treasurer may reasonably promulgate.

A. 
Licensees of manufactured home communities and owners of land on which are parked any occupied, nonexempt manufactured homes shall furnish information to the Village Clerk-Treasurer and Assessor on such homes added to their community or land within five days after arrival of such home on forms furnished by the Village Clerk-Treasurer in accordance with § 66.0435(3)(c) and (e), Wis. Stats. Failure to comply with this subsection shall be subject to a forfeiture of not more than $25. Each failure to report is a separate offense.
B. 
Occupants or owners of nonexempt manufactured homes parked outside of a manufactured home community shall remit such fees directly to the Village Clerk-Treasurer as provided in § 360-1. It shall be the full and complete responsibility of the licensee of a manufactured home community to collect such fees from each occupied, nonexempt manufactured home therein and to remit such fees to the Village Clerk-Treasurer as provided in § 360-1.

Owners of occupied, nonexempt manufactured homes, upon receipt of notice from the Village Clerk-Treasurer of their liability for the monthly permit fee, shall remit to the Village Clerk-Treasurer a cash deposit as set by the Village Board to guarantee payment of such fees when due to the Village. It shall be the full and complete responsibility of the licensees of a manufactured home community to collect such cash deposits from each occupied, nonexempt manufactured home therein and to remit such deposits to the Village Clerk-Treasurer. Upon receipt of a notice from the owner or licensee that the occupied, nonexempt manufactured home has been or is about to be removed from the Village, the Village Clerk-Treasurer shall apply said cash deposit to reduce any monthly permit fees for which said owner is liable and refund the balance, if any, to said owner.[2]
