A. 
General. These construction standards shall govern all construction indicated in final submission of subdivisions and site plans with the City, both on private land and on public land. No building permit for a new lot, or development or redevelopment of an existing lot shall be granted unless the street access and construction standards have been approved by the City. Construction not covered by these standards shall be in accordance with recognized good practice such as that contained in the State of New York's Department of Transportation Specifications or recommendations of manufacturers' associations. All such methods not covered by these standards require approval of the City before construction begins.
B. 
Private property owners and developers. It is the responsibility of the property owner and/or developer to ensure that all construction conforms to these standards. Correction of defects in construction will be the responsibility of the property owner/developer. The City will not be required to construct or reconstruct a street which does not conform with these standards. However, if the property owner/developer refuses to correct the defect, the City is permitted to correct the defect at the cost of the property owner/developer.
C. 
Maintenance and protection of traffic. The owner shall maintain traffic and protect the public from damage to person and property while construction is being performed in any public right-of-way or any private street. Travel shall be maintained over a reasonably smooth traveled way which shall be marked as necessary for the type of street so that a person who has no knowledge of conditions can safely and with a minimum of discomfort and inconvenience, drive or walk over all or any portion of the street. The City shall determine whether one-way or two-way traffic shall be maintained.
D. 
Clean up and repair.
(1) 
The owner shall clean up all debris or materials left as a result of work by the owner and completely repair damage caused by the owner to any public or private property, including any existing street the owner may have used. Resetting of surveying points and reseeding street areas are included in required repairs.
(2) 
This cleanup shall include regular removal of mud and dirt from existing City streets adjoining the owner's project or over which the owner's construction traffic travels on a regular basis. Cleanup shall be as required by construction activity, but may be required at the end of each day as conditions warrant.
E. 
Restoration of paved street surfaces. All utilities within streets shall be installed before streets are paved. However, repairs or reconstruction after paving may require pavement restoration which shall be accomplished as follows:
(1) 
Backfilling shall be as required for backfill within a street right-of-way. The edge of the pavement shall be cut evenly with a chisel or saw at least one foot beyond the edge of the excavation. Base material and paving equal in thickness and quality to that of the original paving shall be constructed in accordance with the standards for pavement construction. The joint between original pavement and the patch shall be sealed with a crack sealer approved by the City.
(2) 
Additionally, construction within existing City streets will require a permit for construction from the City. It will be the responsibility of the owner to comply with all conditions and restrictions set forth in said permit.
F. 
Land for public usage. Land which the owner has offered for cession to the City for recreation or open space purposes shall be cleared of all debris, construction shanties or materials belonging to the owner. Earth disturbed by the owner's operations shall be graded and restored to a neat and acceptable condition. This land shall not be used as a dump site.
G. 
Construction modifications in field. The City may require construction of a type not contemplated at the time of final review, provided that such requirements are for a higher type of construction. This is to allow for proper construction to meet conditions not known at the time of final review. Such construction changes shall be shown on as-built drawings.
A. 
General. All street standards shall conform to the City of Watervliet Street Standards Cross Section, attached hereto as Appendix A.[1]
B. 
Intersecting streets. When a subdivision street intersects an existing street, the City, through the Highway Superintendent, may require the owner to improve the existing street as necessary to meet the requirements of these regulations for intersection design. This requirement may require a gradual merger between existing and proposed streets, to avoid uneven, sharp, or inconsistent street patterns.
C. 
Street width. New streets shall be laid out to provide the following street widths unless otherwise shown on the Master Plan or Official Map, or as otherwise approved by the City.

A. 
General. These standards are intended to be a general guideline for new streetways and utilities. The City reserves its right to modify these minimum standards as the City determines necessary, based on potential usage and further growth.
B. 
Streetway.
(1) 
Geotextile fabric: AMOCO 2006 or an approved equivalent.
(2) 
Subbase: Imported processed gravel, NYSDOT Type 4, compacted in six-inch lifts to a minimum of 95% of its maximum modified proctor density.
(3) 
Asphalt: top course to be NYSDOT Type 7; Base course to be NYSDOT Type 3 binder.
(a) 
Place asphalt per the New York State Department of Transportation Standard Specifications, Constructions and Materials, latest revision, and the Asphalt Institute Asphalt Paving Manuel, latest edition.
(b) 
Existing asphalt being paved against shall be sawcut neat and straight with step keyway in the area of traffic flow. Apply tack coat on vertical face.
(c) 
Traffic control shall be done in compliance with the Manual of Uniform Traffic Control Devices (MUTCD), United States Department of Transportation, and Federal Highway Administration.
(4) 
Granite curbing.
(a) 
Streetway curbs shall be placed according to the requirements specified by the New York State Department of Transportation Standard Specifications (NYSDOT Spec), Constructions and Materials, Section 714-01.
(b) 
Bed with dry mix Portland cement concrete, back with third-class concrete.
(c) 
Mortar entire joints per NYSDOT Spec 705-20.
(5) 
Pavement making.
(a) 
Streetway Curbs shall be placed according to the requirements specified by the New York State Department of Transportation Standard Specifications (NYSDOT Spec), Constructions and Materials, Section 714-01.
(b) 
Bed with dry mix Portland cement concrete, back with third-class concrete.
(c) 
Mortar entire joints per NYSDOT Spec 705-20.
(6) 
Sidewalks.
(a) 
Concrete used in sidewalk construction must be first class concrete, with 2,500 psi compressive strength and 4,500 psi compressive strength at sidewalk/driveway crossings.
(b) 
Sidewalk concrete is required to have a maximum slump of four inches and an air content of 6% +/- 1%.
(c) 
Place welded wire mesh, No. 6 gauge, six-inch by six-inch.
(d) 
Concrete cylinder shall be taken to test concrete's compression strength, as directed by the City.
(e) 
Handicap ramps to be a minimum of three feet wide and comply with Americans with Disabilities Act Handbook, latest edition.
(f) 
Sidewalk to be placed on eight-inch minimum depth of Item 4, Subbase.
C. 
Utilities.
(1) 
Sanitary sewer.
(a) 
Design standards for sanitary sewers shall conform to the latest Recommended Standards for Wastewater Facilities (10 State Standards).
(b) 
Sanitary pipe.

PVC gravity sewer SDR 26/35, as manufactured by Johns-Manville or an acceptable equivalent.
[2] 
Minimum Size: eight-inch collection mains, six-inch laterals.
[3] 
Place pipe per manufacturer's recommendations.
(c) 
Sanitary manhole.

Precast reinforced concrete manholes, four-foot diameter 4,000 psi, air entrained, with reinforcing steel conforming to ASTM A615-A497, grade 60, with flexible boot, lockjoint cast into structure and steps made of steel with polypropylene plastic coating, as manufactured by Fort Miller Company, Inc., or an acceptable equivalent. Knock-out units are not acceptable.

Solid grade adjustment rings as manufactured by Fort Miller Company, Inc., or an acceptable equivalent, with mortar. Minimum adjustment of four inches, maximum adjustment of eight inches.
[3] 
Casting. Frame and cover shall be Campbell Foundry Pattern 1009 or an acceptable equivalent, with text reading "CITY OF WATERVLIET SANITARY SEWER."
(2) 
Water main.
(a) 
D.I.P., Class 52, push-on type, as manufactured by Atlantic States Case Iron Company.
(b) 
Minimum size: eight-inch mains, six-inch hydrant lead.
(c) 
Design per Recommended Standards for Water Works (10 State Standards), latest edition, including required separations from sewer lines.
(d) 
Place pipe per Ductile Iron Pipe Research Association (DIPRA) Installation Guide for Ductile Iron Pipe and AWWA Standards, C600, latest edition.
(e) 
Place poly wrap on all mains per AWWA C105, minimum eight mil thickness.
(f) 
Valves, corporation stops, and curb stops shall be as required by Water Department.
(g) 
Flush, disinfect and bacteriological test water distribution system per AWWA Standard 651-05, latest version.
(h) 
Fire hydrant, center stem type, meeting AWWA C-502, raising stem, break flange and coupling, auto drain, open left.
(3) 
Storm sewer.
(a) 
Design per NYS Stormwater Design Manual, latest edition.
(b) 
Sewer piping.

Storm sewer manhole to be the same as sanitary, except piping to be grouted in and cover text to read "CITY OF WATERVLIET STORM SEWER."
(f) 
Stormwater management and erosion and sediment control must be provided during construction in conformance with applicable city and state regulations.[1]
