[At each Annual Town Meeting, the Town decides whether
to authorize the Board of Selectmen to apply for, accept and expend,
without further action by the Town Meeting, money from the state,
federal or other governmental unit or a private source, which becomes
available during the year, provided that the moneys be used only for
legal purposes for which a Town may appropriate money and that the
expenditure not require expenditure of other Town funds; further,
that the Selectmen will hold a public hearing on the action to be
taken. This article was voted in the affirmative at the last Annual
Town Meeting.]
