The purpose of this article is to outline a clear policy of how appointments are made to all volunteer boards and commissions.
All voluntary boards and commissions, including advisory boards, that are subject to Selectmen appointment, are affected. Not affected are any boards, commissions, and advisory boards duly elected by the voters of Raymond.
As used in this article, the following terms shall have the meanings indicated:
CHANGE IN APPOINTMENT STATUS
Any appointment of a resident currently serving as an alternate appointment to the requested board or commission wishing to change to a full appointment.
NEW APPOINTMENT
Any resident of Raymond not serving on the board or commission he/she is seeking appointment to. This would include all appointment of individuals who have been off the board they are seeking appointment to for a period of greater than one year.
REAPPOINTMENT
Any resident of Raymond that was duly appointed for any term on the requested board or commission.
In order to establish commitment to the board or commission the resident is seeking appointment to and to ensure that the resident has an understanding of the time commitment involved, the Selectmen require that the resident attend at least three meetings of the board or commission to which he/she is seeking appointment.
A. 
An unsolicited request to be appointed will be followed up with a letter from the Town Manager recommending that the volunteer attend at least three meetings of the committee, letting the board chair know of his/her intent to seek appointment.
B. 
New appointments. All new appointments will be considered by the Board of Selectmen after the following conditions have been met:
(1) 
The volunteer attends at least three meetings of the board or commission and the minutes of the meeting reflect his/her attendance.
(2) 
The minutes of a meeting reflect an affirmative vote on the part of the recommending board to forward the volunteer's name to the Board of Selectman for consideration.
(3) 
The Chairman of the Board sends a letter to the Selectmen recommending that the Selectmen consider the appointment, reflecting the fact that the volunteer has attended three meetings, and the recommending board voted to nominate the volunteer for appointment.
(4) 
Minutes of the nominating board are attached to the chair's letter.
C. 
Reappointments.
(1) 
The Board of Selectmen will consider reappointments after they receive a letter from the board or commission chair making the nomination, along with copies of the minutes showing an affirmative vote recommending nomination.
(2) 
The Board of Selectmen will consider participation in available training when making reappointments.
D. 
Change in appointment status.
(1) 
An alternate member of a board or committee seeking appointment to a vacancy created by a resignation of a member of the board or committee will be considered by the Board of Selectmen after they receive a letter from the board or commission chair making the nomination, along with copies of the minutes showing an affirmative vote recommending nomination.
(2) 
The Board of Selectmen will consider participation in available training when making reappointments.
E. 
Appointment process. The Selectmen will interview candidates for appointment at a regularly scheduled business meeting and reserve final vote until the next regularly scheduled business meeting.
F. 
Exceptions. The Board may consider exceptions in emergency circumstances and when lack of quorum will prevent a board from meeting its statutory obligation.
