A. 
The Township of Derry hereby imposes a fee of $25 (the "initial fee") per check returned by the financial institution or entity on which it is drawn to it or to the Derry Township Tax Collector and/or Tax Collector's Office, as applicable, due to the account being closed, due to the account having insufficient funds or the like or where there exist problems that otherwise necessitate the check not being honored and being returned and/or not otherwise honored by the financial institution or entity on which it is drawn.
B. 
The initial fee, aforesaid, may be changed from time to time, as deemed reasonable and prudent, by resolution of the Board of Supervisors and without the necessity of an amendment to this article.
C. 
The return check fee will be charged for any returned check submitted for payment of a fee or obligation to any Township office or in relation to any tax paid to the Derry Township Tax Collector.
D. 
The return check fee shall also apply to any check returned which is submitted in payment of the return check fee.
E. 
Fees collected and relating to returned checks in payment of taxes or other obligations to the Township Tax Collector shall be deposited to the Township Tax Collector's General Fund and fees collected by other Township Offices shall be deposited in the Township General Fund.
A. 
The Township of Derry hereby imposes a service fee of $10 to be assessed each person or entity, including, but not limited to, financial institutions, firms, corporations, attorneys, title companies and abstractors and others requesting a certificate or statement regarding current and/or delinquent taxes from the Derry Township Tax Collector for each certificate or statement of current and/or delinquent taxes provided by the Derry Township Tax Collector.
B. 
The initial fee, aforesaid, may be changed from time to time, as deemed reasonable and prudent, by resolution of the Board of Supervisors and without the necessity of an amendment to this article.
C. 
Fees relating to current and/or delinquent tax statements or certifications shall be deposited in the Derry Township Tax Collector's General Fund.

This article shall be known as and may be cited as the "Derry Township Municipal Claims Attorneys' Fee and Interest Rate Ordinance."
The following fee schedule of reasonable attorneys' fees is adopted in relation to the collection of delinquent municipal claims and accounts for failure to pay promptly all per 53 P.S. § 7106, and, specifically, per 53 P.S. § 7106(a.1), as amended:
A. 
Attorneys' fees in the collection of delinquent accounts/claims by the method of a municipal claim and lien shall be charged at the rate of $85 per hour, charged in a minimum of fifteen-minute intervals. This shall be the charge for all work performed, including, but not limited to, telephone conversations, correspondence, drafting of documents, negotiations, legal research, court time, travel, or any other work performed in relation thereto.
Interest on any municipal claim shall be determined by resolution of the Township Board of Supervisors adopted from time to time, at a rate not to exceed 10% per annum collectible on all municipal claims from the date of the completion of the work after it is filed as a lien, and, as applicable, on claims for taxes, water rents or rates, lighting rates, or sewer rates from the date of the filing of the lien thereto and interest rates shall otherwise be determined as set forth in the Municipal Claims and Tax Lien Act, 53 P.S. § 7143, as amended and supplemented.
