[HISTORY: Adopted by the Board of Trustees of the Village of Medina 2-9-1982 by L.L. No. 2-1982. Amendments noted where applicable.]
There is hereby created a Board to be named the "Advisory Board on Cable Television," which shall advise the Village Board in relation to certain aspects of the operation of the cable television system in the Village of Medina.
A. 
The Advisory Board shall be composed of five members appointed by the Village Board for three-year terms; provided, however, that of the five members first appointed, one shall be appointed for one year, two shall be appointed for two years, and two shall be appointed for three years from April 1 next succeeding their appointment. Their successors shall be appointed for terms of three years each.
B. 
Members shall continue in office until their successors have been appointed and qualified.
C. 
A majority of the Board shall select a Chairman and Vice Chairman from its members.
D. 
Vacancies on the Board shall be filled in the same manner as original appointments.
Advisory Board members shall be residents of the Village of Medina and shall be representative of various interests of the community, including, as far as possible, members representative of minority and neighborhood groups, women, education, business and government. It shall be within the Village Board's discretion to determine the qualifications for inclusion in the aforementioned categories.
Members of the Advisory Board shall serve without compensation, except for actual and necessary expenses incurred in the course of their duties and responsibilities upon prior approval by the Village Board. Such expenses shall include the rental of space, the purchase of materials and supplies and lodging, meals, tolls and mileage allowance or cost of public transportation for necessary travel.
Members may be removed from office at any time by the Village Board.
The Advisory Board is hereby directed to advise the Village Board and to:
A. 
Make recommendations to the Village Board on how a public channel or channels could be scheduled.
B. 
Establish criteria and guidelines for public access to public channels, in conjunction with the cable operator.
C. 
Review and make recommendations to the Village Board on state and federal laws concerning CATV.
D. 
Publish an annual report on its activities and programming.
E. 
Recommend local laws, rules and regulations and franchise amendments necessary to carry out the functions of the Advisory Board.

F. 
Act as a hearing board on items concerning CATV, e.g., complaints regarding line extension, access, etc.
G. 
Establish an information library and provide a place accessible to persons having questions about CATV.
H. 
Establish individual guidelines for programming on the public access channels.
I. 
Review and make recommendations to the Village Board on franchise amendments and renewals.
The Advisory Board shall be advisory to and subject to the direction and control of the Village Board; however, the Advisory Board may establish its own rules and regulations guiding the conduct and operation of the Advisory Board and its members within its responsibilities and charge.
The Advisory Board shall record the minutes of each meeting, which shall be filed in the office of the Village Clerk and shall be delivered to the Mayor and members of the Village Board.
