A department of the Borough of Towanda is hereby created, to be known as the Department of Borough Planning, which shall be in the charge of the Borough Planning and Zoning Commission. Said Borough Planning and Zoning Commission shall be constituted as provided by law and shall perform all the duties and may exercise all the powers conferred upon Borough planning and zoning commissions by law.
A Zoning Commission, heretofore appointed, is hereby dissolved and a Planning and Zoning Commission shall serve and take over the functions of the Zoning Commission and have all of the powers conferred by law, and the Planning and Zoning Commission, to be appointed in accordance with the several Acts of Assembly, shall act as a Planning and Zoning Commission with power to recommend appropriate planning and zoning regulations.

The Planning Commission of the Borough of Towanda shall consist of nine members.
The members of the Planning Commission shall be appointed by the Towanda Borough Council.
Present members of the Planning Commission shall continue to serve their appointed terms.
Two new members shall be appointed for one year and two new members shall be appointed for two years, and all appointments thereafter at the end of an expired term shall be for four years or until the member's successor is appointed and qualified.
The Towanda Borough Planning Commission shall perform all of the duties and functions conveyed on it by the Pennsylvania Municipalities Planning Code.[1]
