All subdivision plats shall be processed in three stages leading to approval for recording. The three stages are:
A. 
The preapplication conference;
B. 
The preliminary plat; and
C. 
The final plat.

Any owner or representative of the owner of the land in the unincorporated area of Stephenson County shall submit to the Plat Officer at an informal conference a sketch plan, together with such information as required in § 355-15 of this chapter to describe the existing conditions of the site, and proposed development thereof. The applicant shall be supplied with pertinent information on requirements contained in other relevant documents with which this chapter requires compliance.

A. 
The subdivider shall submit a preliminary plat together with improvement plans, and other supplementary material as specified in § 355-16 of this chapter. The application shall be accompanied by five prints of the preliminary plat and supplementary material specified shall be submitted to the County Plat Officer, on forms provided by the County Plat Officer, with written application for approval. The preliminary plat shall be submitted to the Planning and Development Committee at least 45 days prior to the meeting at which it is to be considered.
B. 
The Plat Officer shall refer the preliminary plat to the Planning and Development Committee. The Stephenson County Planning and Development Committee shall, within 60 days from referral, submit its written recommendations for approval or disapproval to the County Board.
C. 
If such plan is approved by the Planning and Development Committee, the County Board shall accept or reject said plat within 60 days after its regularly slated meeting following the action of the Planning and Development Committee and shall furnish to the subdivider, if the plan is rejected, a written statement setting forth the reasons for disapproval.
D. 
The following qualifications shall govern approval of the preliminary plat:
(1) 
The approval of the preliminary plat by the Stephenson County Planning and Development Committee and the County Board of Stephenson is tentative only, involving merely the general acceptability of the layout as submitted.
(2) 
The Stephenson County Planning and Development Committee and the County Board may require such changes or revisions as are deemed necessary in the interest of the needs of the County.
(3) 
Approval of the preliminary plat shall be effective for a maximum period of one year, unless upon application of the developer, the County Board grants an extension. The application for said extension shall not require an additional filing fee or the submittal of additional copies of the plat of subdivision.

A. 
After approval of the preliminary plat by the Commission, and the fulfillment of the requirements of these regulations, one tracing of the final plat of the subdivision, drawn with India ink on the best grade of tracing cloth or suitable plastic material and one reproduction of the tracing shall be submitted to the Commission. Upon the final approval of the plat, the reproduction shall become the property of the Commission.[1]

B. 
The final plat is a record of the subdivision as surveyed in the field. It shows property lines and other dimensions important to the subdivider in selling lots and to the public in keeping records of street lines, easements, and utility locations.
C. 
Disapproval of the final plat is warranted if:[2]
(1) 
There are more than minor deviations from the preliminary plat.
(2) 
More than 12 months have elapsed since preliminary plat approval.
(3) 
A new highway, pipeline or other major feature has directly affected the site.

D. 
Submission of a final plat covering only a portion of the area covered by the preliminary plat may be permitted after consideration of the effect on the continuity of roads, utilities and services.[3]

E. 
A subdivision, for the purpose of the sale or transfer of ownership of one lot, which lot contains an existing residential structure and the lot is not less than 30,000 square feet in area, may be approved by the Plat Officer without review or approval by the Plan Commission, provided that all other requirements of this chapter are complied with.
