No person, business or other entity shall install, secure, construct, plant or otherwise install any object, whether portable or permanent, whether man-made or natural, on any street or sidewalk which extends into and obstructs the Township's right-of-way in any street. A violation of this section shall result in a fine of $50 for the first violation, $100 for the second violation and $500 for the third violation. In addition to the foregoing, the Township shall provide a ten-day period within which the encroachment is to be removed, and its failure to be removed within said period shall result in the removal of the encroachment by the Township, and the cost occasioned in connection therewith shall become a lien on the property, to be paid in the same manner as taxes and assessments.[1]
