The Mayor, the various department heads and the Comptroller shall establish interoffice procedures immediately within the Comptroller's office in cooperation with all of the various departments of the City so that the Comptroller's office will at all times be aware of the insurance needs of the various departments of the City, and so that all purchases, sales, disposals and transfers of vehicles, equipment, real property and other personal property of the City by the various other City departments may be immediately placed in the real property, equipment, personal property and appraisal registers kept by the Comptroller's office.

All of the various departments of the City shall transfer all insurance policies, personal guarantee bonds, insurance records, personal guarantee bond records, inventories and appraisals of all City employees, vehicles, equipment, real property and other personal property owned by the City to the Comptroller's office who shall keep all such policies, bonds, inventories, appraisals and other records current.

The department heads of various departments of the City shall file with the Comptroller, on or before January 31 of each year, a list of all equipment in each and every department with the purchase price of the equipment stated on the list, wherever possible, and the estimated present value of the equipment. The Comptroller shall adjust the property account of the equipment in accordance with the figures submitted by the various department heads.

A Department of Purchase is created. The head of the Department shall be the Purchasing Agent who shall be appointed by the Mayor together with such assistants as may be provided in the Department by the Board of Estimate and Apportionment as provided under Section 74 of the Second Class Cities Law.

The Commissioner of Public Safety shall furnish the Common Council annually with a full and detailed report covering the work submitted to and completed by all subdivisions of the Bureau of Police.

(a) 
The sworn personnel strength and composition of the Bureau of Police of the Department of Public Safety shall consist of the following members and ranks:

(b) 
The Commissioner of Public Safety shall continue to assign the personnel of the Bureau of Police, in such numbers and of such rank as deemed necessary, to such divisions and assignments within the Bureau of Police as may be created, all in accordance with law.
(c) 
The above composition includes the addition of five additional positions for police officers. It is not intended to permanently increase the composition of the Bureau of Police. After December 31, 2024, as vacancies occur in the Bureau by retirement or otherwise, the complement of police officers shall be reduced by attrition until it returns to the level of 106 positions and the total complement shall be reduced by the same.

(b) 
The Commissioner of Public Safety shall continue to assign personnel in the numbers and the ranks deemed necessary to the divisions and assignments within the Bureau of Fire as may be created, all in accordance with law.
(c) 
Except as otherwise provided by law, whenever a vacancy occurs in the position of "firefighter" any appointment to fill such vacancy shall be made from the "firefighter-EMT" eligible list.
