All portions of the New York State Uniform Fire Prevention and Building Code that apply to plumbing are adopted and made a part of this article.

Every house or building must be separately and independently connected with the street sewer unless otherwise permitted by the Commissioner. In all cases, the sewer pipe extending from the street sewer to a point of not less than 10 feet from the wall of the building must be a minimum of six-inch vitrified clay pipe, four-inch transite or four-inch extra heavy cast-iron pipe and subject to the approval of the Commissioner. This section shall also apply to any sewer pipe which is intended to drain any portion of the building site.

(a) 
It shall be unlawful for any person to make, lay, alter, repair or make any connections whatsoever with any brick or pipe sewer belonging to the City or to make connections from a source of water supply to any plumbing installation unless permitted to do so in accordance with this article.
(b) 
It shall be unlawful for any person to construct any system whereby drainage or fluids are discharged into a cesspool, watercourse or sewer unless permitted to do so in accordance with this article.
(c) 
No person shall leave open sewers, defective joints or any openings to allow the escape of sewage or sewer air to any building.
