(a) 
Unlawful to disturb subsurface soil conditions. It shall be unlawful to disturb or alter the subsurface soil conditions on any parcel of land approved by the approving authority for on-site sewage disposal or water supply by excavation, replacement or fill except for the actual, duly permitted construction and installation of the approved water and sewage disposal system or the construction of permitted building foundation or basement.
(b) 
Revocation of water or sewer approval. The approving authority may after notice and hearing revoke on-site sewer or water approval for any parcel so altered. In the event of revocation of approval, a notice of such revocation shall be filed among the land records of Worcester County and indexed in the Grantor Index in the name of the owner of the parcel.
(c) 
Waivers. The County Commissioners may grant waivers of the provisions hereof where the activity will in no way interfere with the present or future operation of a sewer or water system.
(d) 
Violation. Any person who violates the provisions of this section will be guilty of a civil infraction.
