The City of DuBois hereby acknowledges its obligation to comply
with the provisions of Pennsylvania's Right-to-Know Law, Act 3 of
2008, effective January 1, 2009, and hereby adopts the rules and regulations
contained therein as the rules and regulations of the City of DuBois
as fully as if the same were set forth at length herein.[1]

The City of DuBois hereby adopts the procedures set forth in
Chapter 7 of said Act as the procedures of the City of DuBois in all
requests made to the City under the Right-to-Know Act and does incorporate
the procedures set forth in Chapter 7 of the Act as fully as if the
same were set forth at length herein.[1]

The City of DuBois hereby appoints the Manager of the City of
DuBois as its Open Records Officer. The City Manager as Open Records
Officer may designate certain employees to process public record requests
within five business days from the date of receipt of the written
request.
A.
Fees for duplication of public records shall be as follows:

Photocopying: $0.25 per page.
(2)
If applicable, Duplication of public electronic and/or tape records:
actual costs to the City of DuBois of duplicating the public records.
(3)
Certified copies: $2.50 for certification plus $0.25 per page copied.
(4)
Postage: actual costs to the City of mailing the public records.
B.
The City will at all times charge fees that are reasonable and based
on prevailing fees for comparable duplication services provided by
local business entities. If it is shown that the City's fees are greater
than those fees charged for comparable duplication services provided
by local business entities, then the City's fees to be charged for
such duplication services shall be equal to the fees of local business
entities. Moreover, the City, in its discretion, may waive any or
all fees that it has a right to charge under Pennsylvania's Right-to-Know
Law.

The schedule for the records of Pennsylvania Municipal Governments
set forth in the Municipal Records Manual issued by the Pennsylvania
Historical and Museum Commission, Bureau of Archives and History,
is hereby adopted and enacted as the schedule of retention and disposition
for records of the City of DuBois and the terms of such Manual are
incorporated herein by reference as if set forth at length herein.
