There shall be created, upon the final enactment of this chapter, a Recreation Board, consisting of five members, who shall be appointed by the Mayor to serve for such term and with such duties, responsibilities and limitations as shall be hereinafter set forth.
The Recreation Board shall consist of five members, two of whom shall be members of the School Board of the City of DuBois. The Mayor shall appoint the said five members, one for a term of one year, one for two years, one for three years, one for four years, and one for five years, who shall serve until their successors are appointed, and thereafter each person appointed to the said Recreation Board shall serve for a period of five years, or until his or her successor shall be appointed.
The Recreation Board shall have no authority to obligate the City of DuBois to the expenditure of any money without first having authority therefor from Council.
The Recreation Board shall see to and supervise the operation, maintenance and management of all parks, playgrounds, play fields, swimming pools, and shall supervise the activities of all persons, supervisors, or superintendents who may be employed by the City for any purposes in connection therewith, and shall report fully to Council concerning any recommendations for improvements, extensions, or additions to any public parks, playgrounds, play fields, swimming pools, or other recreation centers.
The Recreation Board after appointment shall organize and elect a chairman and secretary and such other necessary officers, who shall serve for a period of one year. No member of the Recreation Board shall receive any salary, nor shall any such member be interested, directly or indirectly, in the making of any contract, expenditure of any money, or the sale of any property or equipment for the use of such park, playgrounds, play fields, swimming pools, indoor recreation centers, or other facilities to be used or provided by the City for such recreation, playground and park purposes.
