A free, public, nonsectarian library is hereby established for
the use of the residents of the City of DuBois, in the City of DuBois,
Clearfield County, Pennsylvania.
A.
For the purpose of operating such a library, a Board of Library Directors
is hereby directed to be appointed, and the Council shall, on the
first meeting of December 1919, appoint and elect said Board of Library
Directors to serve as follows:

Annually, thereafter, on the first Monday of December, the Council
shall elect two persons to serve for a period of three years, except
the year in which three directors are to be elected, and in that case
the Council shall elect three members. Should any vacancy occur in
the said Board of Directors, said vacancy shall be filled by Council
for the unexpired term. No member of the Board shall receive any salary
or compensation for his services.

The said Board of Library Directors shall meet annually to organize
not later than the first Monday of January, and appoint a president,
secretary and a treasurer from its members, and such other officers
and agents as the Board may deem necessary. The Treasurer shall give
bond to the City of DuBois, with satisfactory surety or sureties to
be approved by the Council, in such sum as the Board of Library Directors
may determine, which shall not be less than the amount of money to
be received during the year.
