The city clerk may designate in writing from time to time the
subordinates in the city clerk's office empowered to receive
and examine marriage license applications and investigate and issue
marriage licenses in the absence or inability of the city clerk to
act, and the subordinates so designated from time to time are approved.

The city clerk may increase the fee for a marriage license,
including the certificate of marriage registration, to $10.

The commissioner of public works shall take all steps necessary
to enable the city to avail itself of any employable person accepting
home relief which the county commissioner of social services shall
deem available to the city, and the commissioner of public
works shall request the assignment of any number of the employable
persons as soon as practicable and use the persons for the performance
of any labor in conformity with section 164 of the Social Services
Law.
