[Code 1964, § 2-5.1(a)]
A community action agency is established at the local level to provide a focal point for antipoverty efforts within the city.
[Code 1964, § 2-5.1(b)]
The Utica Community Action, Inc., a private nonprofit organization, is designated as the local community action agency by the mayor in concert with the common council.
[Code 1964, § 2-5.1(c)]
The duties of the community action agency shall be to:
(1) 
Involve the poor in developing and carrying out antipoverty programs.
(2) 
Mobilize public and private resources in support of antipoverty programs.
(3) 
Coordinate efforts throughout the community to avoid duplication, improve delivery of services and relate programs to one another.
(4) 
Plan and evaluate both long and short range strategies for overcoming poverty in the community.
(5) 
Serve as an advocate of the poor on matters of public policy which affect their status, promoting institutional improvement and desirable changes in social policy.
(6) 
Encourage administrative reform and protect individuals or groups against arbitrary action.
(7) 
Conduct in its own right or delegate to other agencies the conduct of programs financed through Economic Opportunity Act funds or other available funds.

The planning, conduct, administration and evaluation of the community action program of the community action agency shall be in accordance with the purposes and provisions of Title II of the Economic Opportunity Act and the guidelines issued by the office of economic opportunity pursuant to the act.
