A farmers' market for the City is hereby established, to be
located at such place as designated by the market manager and approved
by the mayor in writing. The use of the City farmers' market is restricted
to bona fide growers (producers selling at least 65% of their own
individually grown products) craft persons, producers of homemade
products or other vendors as approved by the market manager.

The Commissioner of Parks and Recreation shall be the market
manager of said market, whose duty it shall be to manage the operation
of the market, and enforce all laws and ordinances regulating said
market and sales therein. The market manager shall have the authority
to promulgate guidelines, regulations or rules for the governance
of the farmers' market, not in conflict with the rules and regulations
of the Department of Agriculture and Markets, to insure the smooth
and proper operation of the market. The market manager may appoint
a committee to advise him about matters relating to the operation
of the farmers' market. Said committee may include one or more persons
selling products at the farmers' market.
