(a) 
Established; organization. There is established a Traffic Commission, to serve without compensation, consisting of the Commissioner of Public Safety; the Chief of Police or, in the Chief's discretion as the Chief's representative, the Police Captain of the Traffic Division; the Chairperson of the Common Council Committee on Public Safety; one representative each from the City Engineer's office and the Corporation Counsel's office and such number of other City officers and representatives of organizations active in the promotion of traffic safety as may be determined and appointed by the Mayor. The Chairperson of the Commission shall be appointed by the Mayor and may be removed by the Mayor.
(b) 
Powers and duties. The Traffic Commission shall, within the limits of the funds at its disposal, coordinate traffic activities, carry on educational activities in traffic matters, supervise the preparation and publication of traffic reports, receive complaints having to do with traffic matters and recommend to the Common Council and to the Commissioner of Public Safety, the Police Captain of the Traffic Division and other City officials the ways and means for improving traffic conditions and the administration and enforcement of traffic regulations.
(c) 
Additional powers and duties. In addition to the powers and duties set forth in Subsection (b) of this section, the Traffic Commission shall exercise the duties and have the powers set forth in Article 16-A [§ 330 et seq.] of the Executive Law.

(a) 
The officers of the Bureau of Police or such officers as are assigned by the Chief of Police shall enforce all street traffic laws of this City and all of the state vehicle laws applicable to street traffic in this City.
(b) 
Officers of the Bureau of Police or such officers as are assigned by the Chief of Police may direct all traffic by voice, hand or signal in conformance with traffic laws, provided that, for a fire or other emergency or to expedite traffic or to safeguard pedestrians, officers of the Bureau of Police may direct traffic as conditions may require, notwithstanding the provisions of the traffic laws.
(c) 
Officers of the Bureau of Fire, when at the scene of a fire, may direct or assist the police in directing traffic at the fire or in the immediate vicinity.
(d) 
Civilian school crossing guards, as appointed by the Commissioner of Public Safety, may direct all traffic by voice, hand or signal in conformance with traffic laws only during the periods of time they may be actively engaged in supervising pedestrian traffic at street crossings within the City.

(a) 
Notice to owner. Whenever an officer removes a vehicle from a street and the officer knows or is able to ascertain from the registration records in the vehicle the name and address of the owner of the vehicle, the officer shall immediately give or cause to be given notice in writing to the owner of the fact of the removal and the reasons for the removal and of the place to which the vehicle has been removed. If the vehicle is stored in a public garage, a copy of the notice shall be given to the proprietor of the garage.
(b) 
Notice to state. Whenever an officer removes a vehicle from a street and does not know and is not able to ascertain the name of the owner or for any other reason is unable to give the notice to the owner as provided in Subsection (a) of this section and if the vehicle is not returned to the owner within a period of three days, then the officer shall immediately send or cause to be sent written report of the removal by mail to the state department whose duty it is to register motor vehicles, and the officer shall file a copy of the notice with the proprietor of any public garage in which the vehicle may be stored. The notice shall include a complete description of the vehicle, the date, time and place from which removed, the reasons for removal and the name of the garage or place where the vehicle is stored.

(a) 
The Chief of Police, by and with the approval of the Commissioner of Public Safety, may make regulations necessary to make effective the provisions of the traffic ordinances of this City and to make and enforce temporary or experimental regulations to cover emergencies or special conditions. No temporary or experimental regulations shall remain in effect for more than 90 days.
(b) 
The Commissioner of Public Safety may test traffic control devices under actual conditions of traffic.
