The Commissioner of Public Safety may issue special permits to permit the backing of a vehicle to the curb for the purpose of loading or unloading merchandise or materials subject to the terms and conditions of the permit. The permit may be issued either to the owner or lessee of real property or to the owner of the vehicle and shall grant to the person the privilege as stated in the permit and authorized in this section. It shall be unlawful for any permittee or other person to violate any of the special terms or conditions of any permit issued pursuant to this section.

The Commissioner of Public Safety may determine the location of passenger and freight curb loading zones and shall place and maintain appropriate signs indicating the zones and stating the hours during which the provisions of this section are applicable.

No person shall stop, stand or park a vehicle for any purpose or period of time other than for the expeditious loading or unloading of passengers in any place marked as a passenger curb loading zone, and then only for a period not to exceed two minutes.
Such locations include:
Mary Street
Mary Street, north side, from a point 412 feet west of the intersection of Mary Street and Mohawk Street to a point 533 feet west of the same intersection. This area would be a load-unload zone, ten-minute limit
Mary Street, south side, from a point 196 feet west of the intersection of Mary Street and Mohawk Street to a point 273 feet from the same intersection. This would be a load-unload zone, ten-minute limit
Miller Street
Miller Street, west side, from a point 63 feet from the intersection of Miller Street and South Street to a point 175 feet from the same intersection. This loading zone would have a five-minute limit (No diagonal parking.)

(a) 
No person shall stop, stand or park a vehicle for any purposes or length of time other than for the expeditious unloading and delivery or pickup and loading of materials in any place marked as a freight curb loading zone during hours when the provisions applicable to these zones are in effect. In no case shall the stop for loading and unloading of materials exceed 20 minutes.
(b) 
The driver of a passenger vehicle may stop temporarily at a place marked as a curb loading zone for the purpose of and while actually engaged in loading or unloading passengers when the stopping does not interfere with any motor vehicle used for the transportation of materials which is waiting to enter or about to enter the zone.
(c)

Bleecker Street, north side, from a point 10 feet easterly of its intersection with Genesee Street easterly for a distance of 20 feet
Franklin Street
54 Franklin Street, Seneca Street side
Neilson Street
Neilson Street, west side, from a point 72 feet south of the intersection of South Street and Neilson Street to a point 120 feet south of the same intersection

The Commissioner of Public Safety shall establish bus stops and taxicab stands and stands for other passenger common carrier motor vehicles on public streets in the locations the Commissioner determines to be of the greatest benefit and convenience to the public. Every established bus stop, taxicab stand or other stand shall be designated by appropriate signs.

(a) 
No person shall stop, stand or park a vehicle other than a bus in a bus stop, a hackney in a hackney stand or a taxicab in a taxicab stand when any bus, hackney or taxicab stop or stand has been officially designated and appropriately signed, except that the driver of a passenger vehicle may temporarily stop in the stop or stand for the purpose of and while actually engaged in loading or unloading passengers when stopping does not interfere with any bus, hackney or taxicab waiting to enter or about to enter the zone.

First Street
Taxi stand on First Street, west side from a point 33 feet north of the intersection of First Street and Railroad Streets to a point 108 feet from the same intersection
Genesee Street
On Genesee Street, east side, from the northeast corner of the intersection of Genesee Street and Beverly to a point 52 feet north of the same intersection
Lafayette Street
Lafayette Street between Seneca Street and Genesee Street

Main Street
Bus stop on Main Street, north side, between Railroad Street and First Street

Varick Street

Taxi stand on Varick Street, east side starting 15 feet south of the intersection (corner) of Varick Street and Huntington Street to a point approximately 141 feet from the same direction. The sign shall read: "Taxi Stand, 5 cabs only, No Stopping, Standing, Parking Thursday Only – 5 PM – 3 AM"
Whitesboro Street
One taxicab stop at 1040 Whitesboro Street (fronting Taxi Company)
During auditorium events, along the southern curbline of Whitesboro Street from a point 20 feet west of the intersection of Auditorium Drive to a point 125 feet west
