The provisions of this division prohibiting the standing or parking of a vehicle shall apply at all times or at those times specified in this division or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.

The provisions of this division imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.

Whenever, by this division or any other ordinance of this City, any parking time limit is imposed or parking is prohibited on designated streets, the Commissioner of Public Safety shall erect appropriate signs giving notice of the limit or prohibition, and no parking limitations or prohibitions shall be effective unless the signs are erected and in place at the time of any alleged offense.

When signs are erected giving notice, no person shall park a vehicle at any time upon any of the streets described in Section 2-16-360 of any day except a Sunday and public holiday.

When signs are erected in each block giving notice, no person shall park a vehicle between the hours specified in Section 2-16-361 of any day except a Sunday and public holiday within the district or upon any of the streets described in Section 2-16-361.

When a sign is erected in each block giving notice, no person shall park a vehicle for longer than specified on the sign at any time between the hours specified on the sign of any day except a Sunday and public holiday within the district or upon any streets described in Sections 2-16-363 through 2-16-367. Signs limiting parking without specified hours such as "sixty-minute parking" are construed to cover the sixty-minute parking-at-all-times restriction.

(a) 
The Downtown Parking Zone shall consist of the public streets, squares, alleys and avenues within the district bounded as follows:
Commencing at the intersection of Cornelia Street and Oriskany Street West; running thence easterly along Oriskany Street West and then Liberty Street to Genesee Street; running thence northerly along Genesee Street as it lies westerly of the Bagg's Square Bridge to Broad Street; running thence easterly along Broad Street to First Street; running thence southerly along First Street to Jay Street; running thence westerly along Jay Street to John Street; running thence southerly along John Street to Park Avenue; running thence southerly along Park Avenue, passing westerly of Steuben Park to Oneida Street; thence southerly along Oneida Street to Hobart Street; thence westerly along Hobart Street to Genesee Street; thence northerly along Genesee Street to Oneida Square and State Street; thence northwesterly along State Street to Court Street; thence easterly along Court Street to Cornelia Street; thence northerly along Cornelia to Oriskany Street West to the beginning, less and except Bleecker Street from John Street to Academy Street
INCLUDE: The area bounded by the Bagg Square Bridge on the west side, the New York Central Railroad Tracks on the north, Second Street on the east (but not including Second Street), and Broad Street on the south side
(b) 
All frontages on the squares, streets and avenues within the zone and on the streets, squares and avenues which are the boundaries of the zone shall be included in the zone.
(c) 
When appropriate signs are erected giving notice, parking upon the public streets, alleys, squares and avenues within the Downtown Parking Zone shall be limited to 90 minutes between the hours of 9:00 a.m. and 5:00 p.m. on any day except Saturday, Sunday and public holidays except as otherwise specifically provided.
(d) 
A violation of the ninety-minute parking limit will be deemed to have occurred if a motor vehicle bearing a specific registration plate number is found to be parked in excess of 90 minutes in the same parking space or a space within eight spaces in either direction of the space in which the vehicle was parked at the time the registration number was recorded. This subsection is not intended to preclude any other lawful means of enforcement of the ninety-minute parking limit.
(e) 
Ninety-minute parking on the western curbline of the 100 block of Genesee Street.

(1) 
The parking spaces shall be allocated from a point on Genesee Street from the southernmost Franklin Square cutout 68 feet south and from a point on Genesee Street from the northernmost Franklin Square cutout 94 feet south.
(2) 
The dimensions and number of parking spaces shall be determined by the City Engineering Department, who shall have the appropriate City department cutout and line said parking spaces in accordance with the said ordinance and in coordination with the Utica Police Department.
