(a)
Every taxicab driver, while waiting for employment at any established
taxicab stand, shall be and remain in the taxicab of which the driver
is in charge, except that, at the New York Central Railroad Station,
the driver shall remain within 10 feet of the vehicle. No taxicab
driver, while waiting for employment at any taxicab stand, shall engage
in any disorderly conduct or obstruct any sidewalk.

Every taxicab shall approach a taxicab stand from the rear of
the last vehicle standing at any established taxicab stand, and the
driver shall move forward, keeping the proper place in line, when
any other taxicab shall move away.

Every taxicab driver shall report each change of residence within
48 hours.

Every taxicab driver shall keep a written record of all trips
which shall be retained by the owner for at least six months.

Any taxicab driver who has a suspended driver's license
shall not operate a taxicab while the driver's license is suspended.

(a)
Generally. No taxicab driver shall solicit passengers while
cruising nor shall any taxicab driver leave the cab on any stand for
the purpose of soliciting except at the New York Central Railroad
Station where a driver may solicit 10 feet from the taxicab.
(b)
Consent required on private or semiprivate property. There shall
be no solicitation on private or semiprivate property except upon
written permission of the owner of the property. Written consent must
previously have been filed with the commissioner of public safety.
Once consent is given and filed, there shall not be any withdrawal
by the owner except upon a written order filed with the commissioner
and 10 days' notice of the intention to do so served upon the
taxicab operator.
(c)
Use of metered zones. There shall be no solicitation in metered
zones nor any parking in metered zones by taxicab drivers for the
purpose of solicitation. Parking in a metered zone shall be presumptive
evidence of parking for the purpose of solicitation, and the burden
of proof to disprove the evidence shall be upon the taxicab driver.

(a)
No taxicab driver shall refuse or neglect to convey any orderly
person in the city upon request unless previously engaged or unable
or forbidden by the provisions of this article to do so.
(b)
No taxicab driver shall accept additional passengers after the
taxicab has been first employed by a person.
(c)
The taxicab driver shall proceed with passengers to the passenger's
destination by the shortest possible route.

No taxicab driver shall recommend to any passenger the name
of any hotel, restaurant or cafe or any place operated and maintained
in violation of the law.

Each taxicab driver shall give a receipt for fares when requested,
and the driver shall deliver all fares received to the owner.

Each taxicab driver shall thoroughly search the interior of
the taxicab after termination of each trip for any article in the
taxicab and shall report any such articles to the bureau of police.

Each taxicab driver shall report all accidents as required by
the Vehicle and Traffic Law and report all accidents to the owners.

Every taxicab driver shall answer all communications and summonses
received from the commissioner.
