The city hereby adopts the plan for the voluntary participation
of all eligible employees.
The appropriate officials of the city are hereby authorized
to take such actions and enter such agreements as are required or
necessary for the adoption, implementation, and maintenance of the
plan.
The administrative services agency is hereby authorized to file
copies of these and other required documents with the president of
the state civil service commission.

Upon the recommendation of the Municipal Civil Service Commission,
the fees to be paid by all applicants who apply to take a Civil Service
examination shall be as follows:
(1) From all applicants who apply to take a civil service examination
for a position in uniformed protective services, the fee shall be
$30 for non-residents and $15 for residents each.
(2) For all other examinations, the fee shall be $10 each.
(3) Such applicants shall pay the cost of any required physical examinations
or drug screening or other medical tests, that may be required as
part of the examination process or as a condition of employment.

All employees of the city shall take vacations within the year
for which they are accrued and shall not accumulate vacation days
for the purpose of being paid in lieu of vacations.

The common council directs the mayor to advise councilmembers
of all proposed bargaining agreements before adopting the same on
behalf of the city.

(a) The common council hereby establishes a five-day work week and a
six-hour day as the standard work day for elected officials per requirement
of the New York State Employees Retirement System.
(b) This standard is being established to meet the accounting requirements
of the New York State Employees Retirement System for calculation
for retirement benefits.

The members of the board of assessment review shall each receive
as compensation for their respective services, the sum of $50 for
each day on which such member attends a board meeting. This compensation
shall be limited to 15 such meetings during any fiscal year and shall
be in lieu of all other compensation, including reimbursement for
expenses.

The common council elects to come under the provisions of section
75-b of the Retirement and Social Security Law.

All employees of the city in labor class position and in such
other positions as may be eligible shall have all the rights and privileges
under the provisions of the New York Social Security Act [Retirement
and Social Security Law § 130 et seq.] and authorized by
an agreement between the state and the federal government for the
purpose of extending old-age and survivors insurance coverage to eligible
officers and employees of the state and of its political subdivisions.

The common council elects to provide the additional pension
benefits of section 75-e of the Retirement and Social Security Law.

The common council elects to provide the career retirement plan
in section 75-g of the Retirement and Social Security Law, as presently
or hereafter amended, for employees of participating employers, effective
with the payroll period beginning on January 1, 1972.

Law, as amended, for employees of participating employers, effective

in the state policemen's and firemen's retirement system.

The common council elects to come under the provisions of section
375-b of the Retirement and Social Security Law establishing a noncontributory
retirement plan and ordinary death benefits for members of the bureau
of police and bureau of fire.
