The drug abuse council is created.

This drug abuse council is created for the purpose and to accomplish the ends that are set forth in section 239-u of article 12E of the General Municipal Law.

The drug abuse council shall consist of not less than three nor more than seven members who shall be appointed by the mayor and the common council for a term not exceeding three years and shall include at least one member of the clergy, one attorney and one physician.

The chairperson of the drug abuse council shall be designated by the mayor from among the councilmembers, and the chairperson shall serve for a term of one year.

Any member of the common council is entitled to comment or participate at any time during any meeting of the drug abuse council, and two councilmembers designated by the common council will serve as ex officio members to the drug abuse council.
