A. 
General. All powers of the municipality and determination of all matters of policy shall be vested in the Township Council, except as otherwise provided by the Charter, general law or this chapter.
B. 
Board of Health. The legislative functions, powers and duties of a municipal board of health under Title 26 of the New Jersey Revised Statutes shall be vested in and exercised by the Township Council, and the powers of administrative direction and supervision shall be exercised by the Manager.
C. 
Independent annual audit. The Council shall cause to be made an annual audit of the municipality's accounts and financial transactions as required by law. Such annual audit shall be made by a registered municipal accountant of New Jersey, appointed by the Township Council.
D. 
Appointment of officials. The Township Council shall appoint a Municipal Manager and a Municipal Clerk who may be the same person. The Council shall appoint a Municipal Attorney and Land Use Planning Board in the municipality and may create commissions and other bodies with advisory powers.

E. 
The Township Council shall continue or create and determine and define the powers and duties of such executive and administrative departments, boards and offices, in addition to those provided by general law, as it may deem necessary for the proper and efficient conduct of the affairs of the municipality, including the office of Deputy Manager. Any department, board or office so continued or created may at any time be abolished by the Township Council.
F. 
The Township Council shall, where practicable, provide by ordinance for the operation of a system of work programs and quarterly allotments for operation of the budget and for development and reporting of appropriate unit costs of budgeting expenditures.
G. 
It is the intention of this article, unless otherwise specifically provided by the Charter, that the Township Council shall act in all matters as a body, and it is contrary to the spirit of the Charter for any of its members to seek individually to influence the official acts of the Manager, or any other officer, to direct or request the appointment of any person to, or his removal from, office; or to interfere in any way with the performance by such officers of their duties. The Council and its members shall deal with the administrative service solely through the Manager and shall not give orders to any subordinates of the Manager, either publicly or privately. Nothing herein contained shall prevent the Council from appointing committees or commissions of its own members or of citizens to conduct investigations into the conduct of any officer or department, or any matter relating to the welfare of the Township, and delegating to such committees or commissions such powers of inquiry as the Council may deem necessary.
The Municipal Council shall consist of five members who shall serve for a term of four years. Said Council members shall be elected by the voters of the municipality at the general election held on the first Tuesday after the first Monday in November or at such other time as may be provided by law for holding general elections, in which case the term of office of the Council members shall begin on January 1 next following their election. Said Council members shall be elected at large by the voters.
The initial Township Council members elected upon the adoption of the Charter shall serve for the following terms: Two shall serve for four years and three shall serve for two years. The length of the respective term for each member shall be determined by lot at the organization of the Council immediately following the election.

In accordance with N.J.S.A. 40:45A-1, the Township government for the Township of Eastampton shall organize at a meeting held during the first week of January of each year.

The Council shall hold regular meetings as set forth on the annual schedule of meetings or as determined by the Council by periodic resolution, beginning at such time as designated in the notice of meeting. The Council may, by resolution, dispense with one or more meetings otherwise scheduled. When the time for a regular meeting falls on a legal holiday, as prescribed by law, such meeting shall be held at the same hour on the following day.
