The title of this chapter shall be "Parking at Municipal Areas."

As used in this chapter, the following terms shall have the meanings indicated:
All off-street parking areas in, around and adjacent to the Green Tree Municipal Center Building and the Municipal Center Park located at 10 West Manilla Avenue.
All off-street parking areas in, around and adjacent to Green Tree Park.
All off-street parking areas in, around and adjacent to the Green Tree Volunteer Fire Company Lot, but not including areas designated only for official or firemen usage; the Borough Swimming Pool; Wilson Park; and the Public Works Facility.
Without limitation, the terms "trailers," "tractors," "vehicles," "mobile homes," "motor homes," "motor vehicles" and "motorcycles" as more specifically defined in the Pennsylvania Motor Vehicle Act, 75 Pa.C.S.A. § 101 et seq.
A.
Parking Area No. 1 is hereby designated exclusively as parking for Borough business, and no other use shall be made of the said Parking Area No. 1.
B.
No person shall park a vehicle in Parking Area No. 1 Monday through Saturday, during the hours of 7:00 a.m. to 9:00 p.m., prevailing time, unless such person or occupant of the vehicle is at that time conducting Borough business or using the services of the Green Tree Municipal Center Building or the Municipal Center Park.

A.
Parking Area No. 1 shall be posted in accordance with this chapter, and it shall be sufficient for such posting to state: "Parking for Borough business only. All others will be fined and will be towed at the vehicle owner's expense."
B.
It shall be sufficient for the said signs prohibiting parking to be posted at each point of entrance to the said Parking Area No. 1.
C.
Parking Area Nos. 2 and 3 shall be posted in accordance with this chapter, and any use of the areas contrary to this chapter shall be subject to a fine and towing at the vehicle owner's request.
D.
Parking Area Nos. 2 and 3 shall be posted at designated areas providing means of ingress and egress to the parking area.

A.
Each household of the Borough may apply for and receive one free parking permit to allow parking in Parking Area No. 2 as set forth in this chapter.
B.
The permit so issued shall not be transferable to any nonresident.
C.
The permit so issued shall be visibly displayed in the vehicle whenever the said vehicle is parked in Parking Area No. 2 during the designated permit hours.

Parking in Parking Area No. 2 shall be limited to:
A.
Those persons actually using Green Tree Park while their vehicle is parked at Parking Area No. 2;
B.
Those residents with a valid permit as described herein using Parking Area No. 2 for the purpose of a park-n-ride, Monday through Friday, 6:00 a.m. to 5:30 p.m., prevailing time;
C.
Such other persons parking in the said area with the prior authorization of the Borough Manager; and
D.
For purposes of this chapter, "park-n-ride" shall mean those residents who park their vehicles at Parking Area No. 2 for the purpose of carpooling to/from their place of employment or for the purpose of using public transportation.

Parking in Parking Area No. 3 shall be limited to those persons actually using or conducting Borough business at the Green Tree Volunteer Fire Company, the Borough Swimming Pool, Wilson Park or the Public Works Facility, or such other persons parking in the said area and with the prior authorization of the Borough Manager.
Whoever violates any of the provisions of this chapter shall be fined $25, plus costs, and shall be subject to the towing of his or her vehicle from Parking Area No. 1 at the cost of the vehicle owner.
