A. 
No person shall place or cause to be placed earth, brick, stone, brush, coal, debris, ashes, mortar, lime, manure or other substances that obstruct a street, alley or sidewalk in the Borough, except for the immediate purpose of loading, storing away or removing.
B. 
No person shall place any unused or unattended wagon, cart, dray, carriage, sled, sleigh, car or other vehicle on a street, alley or sidewalk or at a crossing or intersection thereof in the Borough.
C. 
All steps, fences, cellar doors and porches that in any way overreach upon or are in a street, alley or sidewalk, or obstruct the passage of the same, are deemed obstructions under this section.
D. 
No owner of a lot or building site shall use the street immediately fronting such lot or building site to place thereon building material without first obtaining a permit therefor from the Borough Secretary. However, such permit shall not grant to builders the use of more than 1/3 of the street adjacent to such building, and the footways shall always be kept in a passable condition and the gutters kept free and unobstructed. Further, the permit shall not cover a period of more than 60 days at any one time, all debris must be cleared away by the builder within 10 days after the completion of the building, and the building material placed in the street shall be lighted at night.
E. 
Upon finding that a person is in violation of any of the provisions of this section, the Manager or his or her authorized representative shall notify the person to remove the obstruction, grant a reasonable time for compliance with the notice and, if the obstruction is not then removed, shall remove it at the expense of the person so offending, which sum shall be collected as like sums are collected.
