The owner, occupant or tenant of every property fronting upon or alongside any street in the Borough is hereby required to remove or cause to be removed from all of the sidewalks in front of or alongside such property all snow or ice fallen or formed thereon within 24 hours after the same has ceased to fall or to form, provided that the owner of a property shall be responsible for complying with this section where such property is occupied by such owner or is unoccupied; that the tenant or occupant thereof shall be responsible where such property is occupied by such tenant or occupant only; and that the owner thereof shall be responsible where the property is a multiple-business or multiple-dwelling property occupied by more than one tenant or occupant.

It shall be unlawful for any person or persons to deposit or dump, or cause to be deposited or dumped, within the lines of any cartway any snow, ice or refuse of any kind which has been gathered or removed from beyond the lines of any public highway.
In any case where the owner, occupant or tenant fails, neglects or refuses to comply with any of the provisions of § 295-13 within the time limit prescribed therein, the Borough authorities may proceed immediately to clear all snow and/or ice from the sidewalk of such delinquents and to collect the expenses thereof, along with any additional amount allowed by law, from such owner, occupant or tenant. Such remedy shall be in addition to the penalty provided in § 295-15.
