The purpose of this article is to require notice to the public
and neighboring property owners before a building or structure may
be demolished or removed within the Town of Barrington so as to provide
reasonable safeguards for the protection of the public health, safety
and general welfare during this activity.
Before a demolition permit required under the State Building
Code or other statute or ordinance may be issued, the Building Official
shall provide notice in accordance with this section from a list submitted
by the property owner obtained from the Tax Assessor's office. Notice
shall be sent via first-class mail, postage paid, in writing to the
record owners of all property within 200 feet of the parcel upon which
the building stands at least 10 days prior to the date of issuance
of a demolition permit. Said notice shall be substantially in the
format attached hereto[1] and, at a minimum, include the name of the property owner
and the owner's agent and their contact information, a statement of
the intent to demolish or remove a building or structure, identification
of the building or structure to be affected, the date or dates on
or after which the activity will take place.

The applicant for any demolition permit shall post a sign at
the site of the building or structure to be demolished for at least
a three-day period immediately prior to the date of demolition. On-site
notice shall be supplied by the Town substantially in the format attached
hereto of a sign notifying the public of the scheduled demolition.
This sign shall be of a weather-resistant design, measuring a minimum
8.5 inches by 11 inches in size, erected in a location upon the site
proposed for demolition which is visible from the nearest public or
private street and fixed upon a support that is of sufficient height
to make the sign visible from the nearest public or private street.
Failure to post such sign for said three-day period shall be deemed
a violation of the Code, and each day of such failure shall be deemed
a separate violation. The Building Official may also issue a cease
and desist order for such time as is necessary to provide such three-day
notice.
In the event that the applicant fails to commence such demolition
within 30 days of the date specified in the above-referenced notices,
or in the event that active demolition work commences but ceases for
any period of 90 days or more, new notice shall be given both by mail
and by sign in accordance with the above-referenced time frames.
If the Building Official determines that the building or structure
must be demolished or removed in the interest of public safety in
a period of less than five days, notice in accordance with this section
shall be given within as much time reasonably possible prior to demolition.
In an emergency, nothing herein shall prevent the Building Official
from exercising their authority under the Rhode Island State Building
Code to order the demolition or removal of a building or structure
immediately and without notice under this article.
