A Police Department is hereby established in and for the Borough of Phoenixville. The Chief of Police shall be the chief executive of the Police Department. He shall, under the direction of the Mayor, be in charge of the police force and have supervision over its members, in the exercise of their powers, duties and authority.

Subordinate to the Chief of Police in the Police Department, the classifications of Lieutenant, Sergeant, Corporal and Patrolman are hereby established. The number of persons to serve in each of such classifications and the compensation of each, shall be as determined by the Borough Council from time to time.

Nothing herein contained shall affect the authority of the Mayor to appoint special policemen during emergencies.

The Police Department, pursuant to procedures established by the Chief and approved by the Mayor and upon appropriate request, shall issue copies of documents and charge fees therefor as follows:
A. 
Accident reports: provide to any person involved in an accident, his attorney or insurer, and to the federal government, branches of the military service, commonwealth agencies and to officials of political subdivisions and agencies of other states and nations and their political subdivisions, a certified copy of the full accident report of the police investigation of any vehicle accident or, if only a part of the report is requested, the part requested. The Department may charge a fee of $15 for each such copy (full or partial); provided, however, that the Department may refuse to furnish the complete copy of the investigation report whenever there are criminal charges pending against any persons involved in the vehicle accident, unless the Pennsylvania Rules of Criminal Procedure require the production of the documents.
B. 
Other documents: upon payment of any required fee therefor, provide copies of police documents, other than accident reports, to persons or entities entitled to the same. The fee for such copies shall not exceed the cost of making the copy (which cost may include a reasonable portion of personnel and overhead cost).
