Unless otherwise expressly stated, the following words and phrases, wherever used in this chapter, shall be construed to have the meaning indicated herein:
ADMINISTRATOR
The administrator of the Commission of the Township of Haverford, Delaware County, Pennsylvania.
ALTERNATE COMMISSIONER
An individual appointed by the appointing authority in the Township of Haverford, Pennsylvania, to serve as an Alternate Civil Service Commissioner. Properly appointed Alternate Commissioners shall have all the same powers and duties as a properly appointed Commissioner set forth in the First Class Township Code.[1]
APPLICANT
Any individual who applies in writing to the Commission in response to a legally advertised notice of vacancy and/or examination for any position in the Police Department.
APPOINTING AUTHORITY
The Board of Commissioners of the Township of Haverford, Delaware County, Pennsylvania.
CERTIFICATION
The submission to the appointing authority pursuant to its request for three names taken from the eligible list developed by the Commission.
CHAIRPERSON
The Chairperson of the Civil Service Commission of the Township of Haverford, Pennsylvania.
COMMISSION
The Civil Service Commission of the Township of Haverford, Delaware County, Pennsylvania.
COMMISSIONER
An individual appointed by the Township of Haverford, Delaware County, Pennsylvania, to serve as a member of the Civil Service Commission.
ELIGIBLE
A person whose name is recorded on a current eligible list or furlough list.
ELIGIBLE LIST
The list of names of persons who have passed all examinations for a particular position in the Police Department.
EXAMINATION
The series of tests given to applicants to determine their qualifications for a position in the Police Department.
FINAL SCORE
A numerical value, stated as a percentage, which is an applicant's sum total score, including the weighted scores of both the written and oral examinations and veteran preference points.
FURLOUGH LIST
The list containing the names of persons temporarily laid off from positions in the Police Department because of a reduction in the number of officers.
PASS/FAIL
A method of scoring an examination in which there is no assigned numerical value and the applicant either passes by meeting certain minimum criteria or fails by not meeting certain minimum criteria.
PATROL OFFICER
For purposes of this chapter, an entry level, sworn, full-time or part-time position in the Police Department, except the Chief of Police. The appointing authority shall retain full discretion in determining which part-time patrol officer receives an offer of full-time employment. Regardless of a patrol officer's hours worked, the civil service rank of full-time and part-time patrol officers shall be the same.
POLICE DEPARTMENT
The Police Department of the Township of Haverford, Delaware County, Pennsylvania.
PROBATIONER
An officer in the Police Department who has been appointed from an eligible list but who has not yet completed the work-test period.
PROMOTION IN RANK
An upward change in rank or position subsequent to a disciplinary action where the employee fulfilled all of the requirements of this chapter for both the prior and current position or rank. However, an increase in salary without a change to a different position or rank shall not necessarily constitute a promotion in rank.
RAW SCORE
The numerical value, stated as a percentage, of an applicant's written examination determined by dividing the actual number of correct answers by the possible number of correct answers, or in the case of the oral examination, the total numerical value of the evaluation resulting from the applicant's interview.
REDUCTION IN RANK
A downward change in rank or position subsequent to a disciplinary action where the employee fulfilled all of the requirements of this chapter for both the prior and current position or rank. However, a decrease in salary without a change to a different position or rank shall not necessarily constitute a reduction in rank.
REMOVAL
The permanent separation of a police officer from the Police Department.
SUSPENSION
The temporary separation without pay of a police officer from the Police Department.
TOWNSHIP
The Township of Haverford, Delaware County, Pennsylvania.
TOWNSHIP MANAGER
The Chief Executive officer of the Township of Haverford, Delaware County, Pennsylvania, or his designee.
VACANCY
Any open or unoccupied position.
VETERAN
Any person defined to be a "soldier" under the Veterans' Preference Act at 51 Pa.C.S.A. § 7101 et seq.
VICE CHAIRPERSON
The Vice Chairperson of the Civil Service Commission of the Township of Haverford, Delaware County, Pennsylvania.
WEIGHTED SCORE
The numerical value, stated as a percentage, of an applicant's written and oral examination determined by multiplying the applicant's raw scores by factors which give proportionate value to the written and oral examinations.

The words "he," "his," "him" and "men," when used in this chapter, represent both the masculine and feminine genders.
Whenever this chapter requires that action be taken or completed within a specific period of time:
A. 
The period shall exclude the date of the action and include the last day;
B. 
In the event the last day of the time period falls on a Saturday, Sunday, or national holiday, the time period shall be enlarged so as to include the next business day; and
C. 
For purposes of this chapter, the end of any given day expires at the close of normal business hours.
This chapter shall govern and regulate all appointments, promotions, reductions in rank, suspensions, removals and other disciplinary actions with regard to sworn patrol officers under the Civil Service Rules and Regulations of the Police Department of the Township of Haverford, Delaware County, Pennsylvania, excluding the Chief of Police.
