A.
Village government form. The Village of Siren is a
body corporate and politic with the powers of a municipality at common
law and governed by the provisions of Chs. 61 and 66, Wis. Stats.,
laws amending those chapters, other acts of the Legislature and the
Constitution of the State of Wisconsin.
B.
Division of government.
(1)
Legislative branch. The Village Board is the legislative
branch of the Village government. Its primary business is the passage
of law in the form of ordinances or resolutions which shall prescribe
what the law shall be, not only in relation to the particular facts
existing at the time but as to all future cases arising under it.
The Village Board shall fix the salaries of all officers and employees
of the Village and be charged with the official management of the
Village's financial affairs, its budget, its revenues and the raising
of funds necessary for the operation of the Village.

Executive branch. The Village President shall be the
chief executive officer. He shall take care that all Village ordinances
and state laws are observed and enforced and that all Village officers,
boards and commissions discharge their duties. When present, he shall
preside at the meetings of the Village Board. He shall from time to
time give the Village Board such information and recommend such measures
as he may deem advantageous to the Village.
The Village Board shall designate the official
Village newspaper each year at its annual organizational meeting.
The voting polls in the Village of Siren, Wisconsin,
shall be opened as prescribed in § 6.78, Wis. Stats., for
all elections.
All electors for all elections shall be required
to be registered. The Village Clerk-Treasurer shall receive applications
for registration at his office during regular office hours throughout
the year, except that registration may also be completed at Village
polling places on election days upon presentation of proper identification
and proof of residency.

Authority. The Village of Siren Village Board of Trustees ("Village
Board") establishes this section pursuant to §§ 7.30(1)(a)
and 7.32, Wis. Stats. Wisconsin law provides that a municipal governing
body may provide for the selection of alternate election officials
or the selection of two or more sets of officials to work at different
times on election day and may permit the village clerk to establish
different working hours for different election officials assigned
to the same polling place. The law also provides that the village
clerk may reduce the number of election officials to no fewer than
three for an election if deemed necessary.
B.
Purpose; authority of Clerk-Treasurer.
(1)
This section is created by the Village Board so that, pursuant to
§ 7.30(1)(a), Wis. Stats., two or more shifts for elections
inspectors on an election day shall be allowed and to permit the Village
Clerk-Treasurer or his/her designee to establish different working
hours for different officials assigned to the same polling place.
The Village Clerk-Treasurer may appoint alternate election inspectors,
as needed, to maintain adequate staffing on an election day.
(2)
The Village shall allow the Village Clerk-Treasurer to reduce the
number of election officials to no fewer than three for an election
as deemed necessary at a particular election, pursuant to § 7.32,
Wis. Stats.
C.
Election procedure. Ordinances as to election procedure as previously
adopted by the Village Board shall remain in effect in accordance
with applicable Wisconsin Statutes.
