Pursuant to the Acts of the General Assembly which apply to townships of the first class, a board to be known as the Parks and Recreation Board is hereby created, consisting of seven members. From the effective date of this chapter, all of the said members of said Parks and Recreation Board shall be appointed by the Commissioners of the Township of Robinson.

A. 
The expiration dates of the terms of office of the present Board members of the existing Parks and Recreation Board shall be as follows:

B. 
Annually thereafter a member or members of the said board shall be appointed for a term of five years, and any appointment to fill a vacancy shall be only for the unexpired term. The members of the Parks and Recreation Board shall be citizens of the Township of Robinson and shall be removable for cause by the Commissioners of the Township of Robinson upon written charges and after public hearing.
The Board of Township Commissioners shall appoint members to said board as vacancies occur by reason of expiration or for any other reason.
The Parks and Recreation Board is hereby empowered with the authority to make and alter rules and regulations for its own organization and procedures consistent with the ordinances of the Township of Robinson and the laws of the Commonwealth of Pennsylvania.
The members of the Parks and Recreation Board shall serve without compensation and shall make an annual report to the Commissioners of their actions.

A. 
The Township Manager may, for the purpose of carrying out the provisions of this chapter, employ play leaders, recreation directors, supervisors, superintendents, or any other officers or employees as he deems proper, whose salaries and wages and other necessary expenses shall be provided for through proper appropriation by the Board of Commissioners.
B. 
The Parks and Recreation Board shall, at the request of the Township Manager, provide recommendations as may be required to hire employees and to establish wages and salaries.

Any donations made to and received by the Parks and Recreation Board shall be deposited in a separate account or fund as established by the Township Treasurer, and expenditures of the same shall be made only after the same are approved by the Commissioners of the Township of Robinson.

The Parks and Recreation Board shall appoint from its membership a Chairman and such other officers as it may deem necessary for the orderly procedure of its business and may adopt bylaws, rules and regulations covering its procedure not inconsistent with the provisions of the state laws. The Parks and Recreation Board shall, from time to time, make rules governing the operation and conduct of the recreational facilities operated by the Board. The Board shall hold regular meetings at such times and places as it may designate.

The Parks and Recreation Board may accept any grant, gift, bequest or donation of services, equipment, real estate or money from any individual or group, to be used as specified by the donor or by the terms of acceptance. The Parks and Recreation Board shall have no authority to enter into any contract or incur any obligation binding upon the Township other than current obligations or contracts to be fully executed within the then current fiscal year and all within the budget appropriations made by the Board of Commissioners of Robinson Township.

Such powers as are now or may hereafter be provided by statute of the Commonwealth of Pennsylvania or by ordinances of the Township relating to the development and operation of recreation systems, public parks, and playgrounds are hereby vested in the Parks and Recreation Board, to be exercised by it subject to any and all restrictions contained in such powers and ordinances.

Any member of the Parks and Recreation Board failing to attend three consecutive meetings of the said Parks and Recreation Board without just or good cause, the said Board member's office may be declared vacant by the Board of Commissioners of the Township of Robinson. The vacancy shall be declared by the Board of Township Commissioners either after the Board member is given a hearing by the Board of Township Commissioners to determine whether or not a just and good cause existed for his failure to attend the meetings of the Parks and Recreation Board or without a hearing if the Board of Township Commissioners in exercising its discretion is of the opinion that a hearing to determine the existence of a just and good cause would serve no useful purpose. If the Commissioners of the Township of Robinson elect to give the member a hearing, the member cited shall be given 10 days' written notice of the date, place, purpose and the dates of the meetings of the Parks and Recreation Board which the member failed to attend at his last known address prior to the hearing scheduled by the Commissioners.
