The purpose of this chapter is to regulate the operation and use of the Town-owned parks in the Town of Clinton, the Clinton Town Hall, and Town of Clinton website. This covers the use of the public areas of the Town Hall public facilities for meetings, gatherings, and other activities as well as the use of the Town's website for local public information. The public areas of the Town Hall covered under this chapter are the Town Hall meeting room, the VanVliet Room, including kitchen area, courtroom, porches, parking areas, lawn space and the Town's website. This chapter does not apply to the use of the Iroquois recreational parcel north of the Town Hall parcel or the Clinton Community Library.
As used in this chapter, the following terms shall have the meanings indicated:
PARK
The ground, buildings thereon water therein, recreation equipment and other property necessary for the operation thereof, and constituting a part thereof, which is now or may hereafter be maintained, operated and controlled by the Town of Clinton for public park use, including, but not limited to, Friends Park on Salt Point Turnpike, Clinton Recreation Park on Centre Road, Schultzville Park on Centre Road, and any other area declared or designated as a park or for park use by the Town Board.
PERMIT
Authorization in writing from either the Town Board or the Recreation Director to use park property for any purpose which either requires a permit or is otherwise restricted or prohibited.
PERSON
Any individual, firm, partnership, corporation or association of persons; the singular number shall include the plural.
PUBLIC AREAS OF THE TOWN HALL
The Town Hall meeting room (including kitchen area), courtroom, porches, parking areas and lawn space.
RECREATION DIRECTOR
The person appointed by the Town Board as the Recreation Director of the Town of Clinton and charged with the care, control and the administration use of the parks of the Town of Clinton.
TOWN
The Town of Clinton.
TOWN BOARD
The Town Board and/or Town Council of the Town of Clinton.
Use of the Town of Clinton facilities for fund raising will be limited to groups organized to benefit all the residents of the Town and officially sanctioned charitable organizations and political events. Profits generated from the sale of any goods, services, games, or donations shall benefit only the organization sponsoring the event; not any individual. Furthermore, any questions as to the eligibility status of any group or there being benefit to the residents of the Town of Clinton for purposes of fund raising on Town property shall be decided by the Town Board prior to any use by that group or organization.
