The Mayor and Council note that, in order for fire suppression and rescue activities to be conducted adequately, effectively and safely, members of the Red Bank Fire Department need to have sufficient knowledge and competence; that continuing education of Department members better prepares the members for the changing demands of firefighting and rescue operations, promotes teamwork, and encourages safety; that training must be appropriate to the needs of the Department and must be readily available to Department members.
In order to accommodate the training and education needs of the Red Bank Fire Department, it is hereby deemed advantageous by the Mayor and Council of the Borough, with the advice of the Executive Council of the Red Bank Fire Department, to establish a Training Division within the Red Bank Fire Department consisting of a Training Committee, Training Coordinator, Assistant Training Coordinator, and Training Instructors.
The duties of the Training Division shall be as follows:
A. 
Provide for basic training of new Department members.
B. 
Provide required in-service training for Department members as may be required by local, state, or federal regulations.
C. 
Provide advanced training programs to address Department needs.
D. 
Prepare a training schedule to be distributed to Department members.
E. 
Advise Department members of available training sponsored through other agencies.
F. 
Assist company officers with company training.
G. 
Assist Department Chiefs with Department training activities.
H. 
Coordinate scheduling of instructors.
I. 
Inform Fire Department officers of changes in regulations that affect training requirements.
A. 
The Training Committee shall establish the goals and objectives of the Training Division and shall adopt rules and regulations for the operation of the Division. The Training Committee shall consist of one delegate and one alternate from each of the following Fire Department units:
Navesink Hook and Ladder
Relief Engine Company
Independent Engine Company
Liberty Hose Company
Union Hose Company
Westside Hose Company
First Aid and Rescue Squad
B. 
For the purpose of transacting committee business, each unit shall be entitled to one vote.
The committee delegates and alternates shall be selected by the individual units in accordance with their individual unit bylaws. Committee members and delegates shall serve for a term of one year. Committee delegates and alternates may serve more than one term. In an effort to provide continuity of Training Division programs, reappointment of effective standing committee members will be encouraged.
The Committee may select a Chairman, Secretary, and such other administrative officers as may be desirable. The Committee shall establish bylaws to govern committee meetings and business affairs. However, the bylaws shall be subject to review and approval of the Executive Council of the Red Bank Fire Department.
The Training Division shall be under the direct supervision of a Training Coordinator. The Training Coordinator shall be appointed by the Training Committee with the advice and consent of the Executive Council of the Fire Department. The term of appointment shall be two years. The duties of the Training Coordinator shall be as follows:
A. 
Supervise the day-to-day operations of the Division.
B. 
Coordinate Training Division activities with the Chiefs of the Department.
C. 
Represent the Training Division at the officers meeting and such other meetings as may be requested by the Training Committee.
D. 
Supervise the instructor staff.
E. 
Perform such other duties as may be assigned from time to time by the Training Committee.
An Assistant Training Coordinator shall be appointed by the Training Committee with the advice and consent of the Executive Council of the Fire Department. The term of appointment shall be two years. The Assistant Training Coordinator shall assist the Training Coordinator with the performance of his duties and shall assume said duties in the absence of the Training Coordinator.
The Training Committee may appoint instructors to the Training Division. The Training Committee may establish rules and regulations concerning instructors. Instructors must meet the instructor certification criteria established by the committee in accordance with applicable standards and regulations. Instructors may be dismissed from the Training Division for failure to maintain certification or any other violation of Training Committee rules.
