For matters concerning Cranberry Township parks and recreation facilities and programs, an advisory Parks and Recreation Board is hereby created, to be composed of seven members, all of whom shall be residents of the Township of Cranberry. The Board of Supervisors of the Township of Cranberry shall, by majority vote, appoint the seven members of the Parks and Recreation Board. The first such appointments shall be as follows: two members for terms expiring December 31, 1992; two members for terms expiring December 31, 1993; and three members for terms expiring December 31, 1994. Appointments following the completion of the initial terms set forth herein shall be for four years. Appointment to fill any vacancies in membership shall be made by the Board of Supervisors for the remainder of the vacant position's unexpired term. Members may be reappointed by the Board of Supervisors and serve more than one consecutive term.

The Parks and Recreation Board shall be advisory only to the Board of Supervisors of the Township of Cranberry and shall meet no less often than monthly in a public meeting which has been previously advertised and at which the public shall be given an opportunity to be heard. The Parks and Recreation Board may also meet at such special meetings or work sessions as it deems necessary. Such special meetings or work sessions shall also be publicly advertised and shall also be open to the public unless the subject matter for such special meeting or work session meets an exemption set forth in Pennsylvania's "Sunshine Act," 65 Pa.C.S.A. § 701 et seq.

The specific duties of the Parks and Recreation Board are as follows:
A. 
Serve as an advisory board on matters concerning parks and recreation to the Board of Supervisors of the Township of Cranberry.
B. 
In cooperation with the Director of Parks and Recreation, assist in the development of a comprehensive parks and recreation plan and promote the implementation of that plan.
C. 
Conduct regular public meetings with the Director of Parks and Recreation to review, discuss and advise on programs and operation of the Parks and Recreation Department.
D. 
Actively promote the Parks and Recreation Department's activities throughout the Township.
E. 
Promote a harmonious relationship between the Parks and Recreation Department and the general public and special interest groups in the Township.
F. 
Promote a cooperative environment between the Parks and Recreation Department and the private sector in meeting the parks and recreation needs of the Township.
G. 
Assist the Director of Parks and Recreation in developing policies for implementation by the Board of Supervisors to provide and manage the equitable and full use of all recreation facilities including, but not limited to, the Community Center and park areas.
H. 
Utilize the regular public meetings of the Parks and Recreation Board in addition to the regular business to serve as a forum to discuss new programs and services that benefit the Township.
I. 
Perform other duties that will serve to enhance and promote the provision of parks and recreation services to Township residents.
J. 
Perform such other duties relating to parks and recreation as may be assigned to it from time to time by the Board of Supervisors of the Township of Cranberry.
